The auditors with Synergy Chartered Accountants will be in to present the County's financial statements for the period ending December 31, 2011.

At the March Meeting, Council gave 1st reading to Bylaw No. 1594, which is a bylaw to rezone PSW 3-60-9-W4 from Agricultural to General Urban.

 

Bylaw No. 1594 was advertised in the St. Paul Journal the weeks of March 27 and April 3 and the adjacent landowners were notified.

 

Krystle Fedoretz will attend this Public Hearing.

At the March Meeting, Council gave 1st reading to Bylaw No. 1593, which is a bylaw to rezone 2 Lots in PSW 16-56-3-W4 from Agricultural to Industrial/Commercial.

Search and rescue from St. Paul is submitting a bid to obtain a command post - pictures are attached.  If they are successful with their bid, they are inquiring if council would be interested in housing  and insuring this command post vehicle. This would be used locally for rescue requests and could also be used for emergency management situations in our area. 

 

Dennis Bergheim and Dwayne Fleming will be attending the Council meeting to speak on this request.

 

Linda Boone with the St. Paul Community Gardens will be in to advise Council that they are looking to re-locate the garden site from the Seed Cleaning Plant to an alternate location in the future (2013).

Urban Systems will be presenting an analysis of cost to connect to the Spedden line vs building a water treatment plant which could result in a scope change.

The RUSA Executive meetings will be held April 13 & 14, 2012 in Red Deer.

Portage College in partnership with other organizations is hosting a Networking Mixer/Food Fair on April 18th and a Guest Speaker Even on April 19th at the St. Paul Senior's Centre.  The guest speakers are from the U of A. Alberta HUB, Community Futures and Portage College and will be discussing the advantages of Economic Diversification in our region and the resources available to support development.

 

Registration is $25 per person.

 

The Government Finance Officers Association, Alberta Chapter is holding a one-day Budgeting Workshop on April 24 in Morinville.  This workshop will provide municipal finance officers/managers with skills to develop effective and transparent municipal budgets.  Registration for the workshop is $210.

The Saskatchewan Rural Administrators Conference will be held May 14-19, 2012 in Regina.  Sheila has been requested to represent ARMAA at this conference and they will pay all expenses.

ATCO and the Town of Bonnyville are hosting a one day rural not-for-profit leadership conference on May 15 in Bonnyville.  Registration for the one-day symposium is $45.

The AAMD&C Aggregated Business Services Golf Tournament and Trade Forum will be held June 5 & 6, 2012 in Canmore.  The ABS golf tournament celebrates and recognizes the loyal members and stakeholders of AAMDC's Aggregated Business Services.  Registration for the Trade Forum is $175.

 

At the Spring convention, Ken Warholik won a pass for the golf tournament.

Marion Yacyshyn has achieved 35 years of service with the Alberta Assessors' Association and will be receiving a service award at the Assessor's Conference on April 26th in Red Deer. 

Attached is a letter from the Riverland Challenge Planning Committee requesting sponsorship for the 5th Annual Riverland Challenge at Fort George and Buckingham House.

In the past, Council provided a $500 grant for the Riverland Challenge.

The Heritage Lodge Auxiliary is requesting a transportation grant to help cover traveling expenses.

The last grant they received was in 2009.

We have received requests from the Belles of Lac Bellevue and the Ashmont Legion for the proceeds from the 2012 Rodeo Supper.

The letters of request are attached along with the policy for distributing funds from the Rodeo Supper.

The Evergreen Regional Waste Management Services Commission will be increasing the Regional Landfill tippage fee by $5.00 per tonne to $65/tonne effective May 1, 2012. 

The Goodridge Ag Society has been taking care of the Northwood Cemetery for the past 30 years.  They now tender out grass cutting and it takes approximately 1/3 of their annual grass cutting budget.  They are requesting if the County could take over the cemetery and be a contact or cut the grass and keep the grounds in good shape and the Ag Society will continue as a contact.

This has been discussed by the Cemetery Committee and they have no objections to the County taking title to the cemetery.

Rick Bastow, Manager, North East Region and Regional Development, Treasury Board & Enterprise, has asked if the County would be willing to participate in the Community Investment Readiness Pilot Project for Northern Alberta from March 2012 to December 2013.  All training opportunities are free - other than travel to attend and it would likely not result in an overnight stay.  It would require 5-7 days of my time from now till Dec 2013.

The County of St. Paul will be conducting a Municipal Census for 2012 during the period starting April 1 and ending on June 30. The County would like to collect the information via a mail out, electronically as well as door to door.  In order to collect the information via a mail out and electronically, we will require Ministerial approval.

The Council and Administration spent two days in budget deliberations.  Based on the results of those meetings, Administration is requesting approval of the 2012 Operating and Capital Budget as attached.  A detailed budget will be available for download on the County's website following the Council meeting.

Section 242(1) of the M.G.A. states that a council must adopt an operating budget for each calendar year.

Bylaw No. 1596 is being presented to Council to approve the Mill Rates for the 2012 taxation year.

 

Section 187 of the M.G.A. states that all Bylaws must have 3 distinct and separate readings.

Bylaw No. 1595 is being presented to Council to rescind Bylaw No. 1315, which was passed in 1997.  Bylaw No. 1315 is a license agreement for the undeveloped  road allowance situated between SW 6-58-6-W4 and NW 31-57-6-W4.  The Licensee no longer wants to license the road allowance and is requesting to terminate the agreement.  

 

Section 13 of the agreement states that upon termination of the agreement, the licensee shall remove all property belonging to him and restore the area to a condition equivalent to what it was before he licensed it.

 

Section 23 of the agreement states that the Licensee shall have the right to terminate this license upon providing to the County thirty (30) days written notice of such termination.

 

The licensee has provided written notice that he no longer wishes to license the road allowance.  The property is still in the same condition it was in when the license was approved in 1997.

We have received a few inquiries about whether or not the County will be holding an AGM this spring.  Council to discuss whether or not they want to hold an AGM.

Attached is a copy of the 2012 Strategic Plan which has been updated for the 1st quarter.

County Pins/Promotional Items – The County of St. Paul, on request, may provide County Pins and /or Promotional items to individuals, teams and various organizations, at the discretion of Administration. Administration will provide a quarterly report to Council regarding distribution of these items.
