Sgt. Darrel McPherson will be in to provide the quarterly Statistical Update to Council.

11:30 a.m. - Public Hearing - Bylaw No. 2015-05 - Amend Land Use Bylaw - Wording Changes

At the March Meeting, Council gave first reading to Bylaw No. 2015-05, which is a bylaw to amend Parts 1, 2, 5, 7 and 8 of Land Use Bylaw No. 2013-50.

 

Bylaw No. 2015-05 was advertised in the St. Paul Journal and Elk Point Review on March 31, 2015 and April 7, 2015.  Planning and Development has received one response in support of the proposed amendment.

1:15 p.m. - Public Hearing - Bylaw No. 2015-06 - Amend MDP - Wording Changes

At the March Meeting, Council gave first reading to Bylaw No. 2015-06, which is a bylaw to amend Municipal Development Plan Bylaw No. 2013-51.

 

Bylaw No. 2015-06 was advertised in the St. Paul Journal and Elk Point Review on March 31, 2015 and April 7, 2015.  Planning and Development has not received any responses to the advertisements.

1:30 p.m. - Public Hearing - Bylaw No. 2015-07 - Amend Land Use Bylaw - Wording Changes

At the March Meeting, Council gave first reading to Bylaw No. 2015-07, which is a bylaw to include a notwithstanding clause under Part 8.3 General Urban (U) District of Land Use Bylaw No. 2013-50.

 

Bylaw No. 2015-07 was advertised in the St. Paul Journal and Elk Point Review on March 31, 2015 and April 7, 2015.  Planning and Development has not received any responses to the advertisements.

2:00 p.m. - Presentation of Audited Financial Statements

Shawn Warrington, auditor with Synergy Chartered Accountants will be in to present the County's financial statements for the period ending December 31, 2014.

Attached is a copy of the 2015 Strategic Plan which has been updated for the 1st quarter.

Donations as per Policy PER-14

County Pins/Promotional Items – The County of St. Paul, on request, may provide County Pins and /or Promotional items to individuals, teams and various organizations, at the discretion of Administration. Administration will provide a quarterly report to Council regarding distribution of these items.

 

Attached is a list of the donations that were distributed since January, 2015.

Funding Request - Elk Point Canada Day Celebration

The Elk Point Canada Day Committee started planning activities for their annual Canada Day Celebrations.  They are looking for financial support for the celebrations.

 

For the past 3 years, Council approved a $400 grant for the celebrations.

Ashmont Secondary School - Request to Advertise in Year Book

The Ashmont Secondary School is looking for sponsors to advertise in the school year book.  Funding received from advertising will help reduce the cost of the yearbooks for the students.

Cost of advertising:

     -  $200 - Full Page

Spring 2015 Wetland Course - From Classification to Policy - April 21-22

Aquality has developed a Wetland Course, "Alberta Wetlands: From Classsification to Policy", taught by Aquality’s Professional Biologists (P.Biol.) and Qualified Wetland and Aquatic Environment Specialists (QWAES). This course provides essential background information necessary for making informed decisions about wetlands.

The Wetland Course covers topics such as wetland classification and delineation, hydrology, wetland vegetation, riparian zones, wetland functions, and an overview of all wetland and water-related legislation and policies. Our course is ideal for municipalities, developers, land surveyors, planners and consultants. The course is divided into 2 days, with the first day being a full day course covering the Classification and Policies modules. The second day is divided into the Wetland Airphoto Interpretation/Delineation workshop AND/OR the Environmental Reserves and Riparian Setbacks workshop.

The Course will be held April 21 and 22 in Edmonton.  Registration is $663.

Disaster Services Forum - May 11-14

Emergency Response Management Consulting will be hosting the Annual Disaster Forum Conference  from May 11-14, 2015 in Banff.  Registration for the Conference is $965.

At the March 24, 2015 Special Meeting, Council authorized the Public Works Department to run an advertisement in the St. Paul Journal and the Elk Point Review for the sale of the following equipment:

The equipment has been advertised and the public works department has sealed bids which will be opened in the presence of Council.  The advertisement states that the highest or any other tender will not necessarily be accepted.

Sale of Front Load Waste Truck

When the new Front Load Waste Truck arrives, we will no longer need the old one.

7.11

St. Paul Legion - Request for Garbage Bin

The St. Paul Royal Canadian Legion was sharing a garbage bin and sharing the cost with Lakeland Fire and Safety until they moved.  Now their members are transporting the garbage in private vehicles to the landfill as a cost saving measure.  They are requesting that Council consider providing them with a 3 yard garbage bin with a bi-weekly dump schedule, free of charge.  The monthly fee for a 4 yard bin, with bi-weekly service is $86.40 ($1036.80 annual) and a 4 yard bin with monthly pickup is $75.60 ($907.20 annual).

 

Policy PW-87 states that "Applicants must be a County resident or company that is utilizing the bin at a location in the County of St. Paul.  Some exceptions shall be made of businesses that are affiliated with the County of St. Paul such as the MD Foundation, or special events in either the Town of St. Paul or Town of Elk Point put on by non-profit groups.  Any other exceptions must be requested in writing and approved by resolution of County Council."

 

Aside from being rented out to the public for meetings, seminars etc. the Legion is also open every Friday and Saturday night during the winter months.  They also host a supper on the third Friday of every month, which is open to the public.  They are an active group looking for ways to reduce their operating costs.

7.12

Sewage Disposal Contract - Langan Site Services Ltd.

Langan Site Services Ltd. from Ponoka requested a Sewage Disposal Contract for a three week period starting March 25, 2015.  He had a contract to haul the sewage from a small camp in the Lindbergh area.  He estimated he would haul one load to the Whitney Lake Lagoon approximately every 4 days during the three week period.  Utility staff met with him on site to instruct them on expectations for dumping during the 3 week period.

Mutual Fire Aid Agreement - Smoky Lake County

The Mutual Fire Aid Agreement with Smoky Lake County is up for review.  Attached is a new agreement which has already been approved by Smoky Lake County Council.

2015 Municipal Operating and Capital Budget

Based on the results of the budget meetings, Administration is requesting approval of the 2015 Operating and Capital Budget.  A detailed budget will be available for download on the County's website following the Council meeting.

 

Section 242(1) of the M.G.A. states that a Council must adopt an operating budget for each calendar year.

 

An updated copy of the budget will be presented at the meeting.

7.15

Mill Rate Bylaw No. 2015-09

Bylaw No. 2015-09 is being presented to Council to approve the Mill Rates for the 2015 taxation year.

 

Section 187 of the M.G.A. states that all bylaws must have 3 distinct and separate readings.

7.16

Funding Requests

During the budget meetings, council considered funding requests from various organizations that had been referred to Budget over the course of the year.  These items will be funded from the Grants to Other Boards/Organizations account.

 

At the December Council Meeting, the delegation from the St. Paul Golf Course requested a yearly cash contribution of $50,000 from the County and advised that they will be putting the same request forward to the Town of St. Paul.  This request was deferred to budget, however it was not part of the conversation when Council discussed which requests would be funded.

Bylaw No. 2015-10 - Amend LUB - Rezone PNE 31-57-8-W4 and all of Lot 2, Block 1, Plan 1120947

Bylaw No. 2015-10 is being presented to Council to amend Land Use Bylaw No. 2013-50 as it relates to rezoning 10 acres in PNE 31-57-8-W4 and all of Lot 2, Block 1, Plan 1120947 from Agricultural to Country Residential 1 (CR1). The owner wishes to increase the lot size to 10 acres.  Lot 2, Block 1, Plan 1120947 is currently 6.03 acres in size.

 

After first reading, the Bylaw must be advertised according to Section 606 of the M.G.A. and a public hearing held according to section 230 of the M.G.A. The adjacent landowners will be notified of the proposed rezoning.

 

The applicant will also be required to hold a public consultation prior to the public hearing being held.

7.18

Request for Permission to install Sewage Disposal Field System

The owners of Lot 10, Block 1, Plan 8122184 purchased their property in 2010, prior to the amendment to the Land Use Bylaw what which states that only self-contained sewage systems will be permitted to be installed or replaced on all parcels fronting onto lake.

7.30  Sewage Holding Tanks

(1)  On all parcels fronting onto lakes, only self-contained sewage systems will be permitted to be installed or replaced.  Self-contained Sewage Systems include, connection to a municipal system, municipal/private co-op systems and private sewage holding tanks that are constructed of reinforced pre-cast concrete and meet applicable/relevant CAN/CSA standards, but to not include non-concrete self contained sewage holding tanks, disposal fields, treatment mounds, pit privies, or any other approved system for the disposal of sewage or waste water on a parcel of land which results in the disposal of sewage and/or waste water into the ground.

The landowners are requesting to be exempt from Section 30 of the Land Use Bylaw and be permitted to build a field system on their property.  The field system would still be required to meet the requirements of the Alberta Private Sewage Systems Standard of Practice 2009.  With the shape and slope of their property, the landowners believe there would be no concerns with the effluent going into the lake or on to adjacent properties.

 

They have indicated that neighboring properties have field and mound systems and the property backing onto theirs is not be considered lakefront and therefore would not require a holding tank.

7.19

Crime Reduction Strategy Committee

Following a presentation by Staff Sergeant Lee Brachmann to Council regarding a Crime Reduction Strategy, Administration has set a date with the Staff Sergeant to bring together representatives from the different communities to discuss what this looks like for our region.  The date of the initial meeting is April 23, 2015 and will be held in the lower level of the County Office.  We are looking for a motion to appoint a member of council to attend as well as the CAO, and our FCSS Director.

7.20

Feasibility study for waste disposal

Following a Town of St. Paul Transfer Station meeting held on April 10, 2015, the Transfer Station Committee is bringing forward a proposal that the Town of St. Paul has been working on regarding the assessment of municipal solid waste.  This is essentially a feasibility study to look at waste disposal costs and costs of a value added facility including anaerobic digestion facility and gasification facility, transportation costs, optimum size and location of such facility, environmental performance of the scenarios, and a decision analysis scenario based on economic, environmental and other parameters to select optimal waste disposal.  The assessment is expected to cost $20,000, of which 50% is covered by Alberta Innovates.

The Transfer Station Committee agreed that this proposal will be placed on the Evergreen Regional Waste Management Services Commission (Commission) agenda and that Mayor Glenn Andersen will attend the Commission meeting to inform the Commission of the new direction their initiative is taking.  They will be asking the Commission to fund the $10,000 municipal portion of the assessment, as well as to form a committee of the Commission to deal with this initiative with the ultimate goal of having this form part of the Commission's Business Plan.  The Transfer Station Committee also indicated that if the Commission was not in favour of supporting this initiative, that they would encourage their respective Council's to provide the necessary dollars to have the assessment completed as joint owners of the St. Paul Transfer Station.
