The Public Works Meeting of the County of St. Paul No. 19 was called to order by Reeve Steve Upham at 10:00 a.m., Tuesday, October 23, 2018 at the County Office in St. Paul, there being present the following:

    to approve the agenda for the October 23, 2018 Public Works Meeting with the above noted additions.

Mark Chileen and Tony Devlin reported on the following:

  • Richland road.  Guardian Chemicals has provided more product at no cost, to fix the area of the road that failed.  The work has been completed but the road will not be chip sealed this season. 
  • Capp Road (TWP 590 RGE111) - The road grade is complete, currently placing top soils.  Cold mix/chip seal to be determined next season. 
  • Marcoux (RGE RD 85 North of Armistice RD - Complete
  • Dargis (Rge Rd 91 north of Hwy 28) - Started stripping the road.  
  • Boscombe (Rge Rd 103 south of Hwy 28) - Construction to be done in 2019.
  • Ashmont landfill Cell - Complete
  • Looy (Twp Rd 582 East of Hwy 36) - padding over the wet area.
  • Berlingette (Rge Rd 103 south of Twp Rd 590) - moved to 2019.
  • Hook Lake (Rge Rd 74 south of Armistice Rd) - Surveyor will be taking shots to determine how much the grade need to be raised.
  • Laurier Lake Slide (2019)
  • Moosehills Road and RGE RD 62 South of Moose hills - under construction
  • Planning for winter projects such as RGE RD 110 North of 646, TWP RD 580 West of RGE RD 101 1/2mile, RGE RD 92 North 590
  • Approach construction - crews are still working on approaches.  Have completed all of the approaches that were scheduled for the 2017 construction season and some that were scheduled for the 2018 construction season.  
  • 2019 plans for construction - Public Works will be meeting with WSP to discuss the County's five year plan.

Tony Devlin, Public Works Supervisor, entered the Council Room at 10:04 a.m. 

Tony Devlin and Mark Chileen reported on the following:

  • Repairing culverts/drainage issues. Started inspecting culverts and repairing them in preparation for spring run-off.
  • Gravel haul on roads will continue untill freeze up.
  • Completed 42 km of line painting on paved roads.
  • Pavement repairs complete in Parkland and Mallaig HWY.  Currently working in Ashmont.  Blue Sky will be putting in a swale to divert water pooling along the street.  
  • Mulching Elk Point Airport - The project manager will mark the area for County Staff to mulch.  Will be started this week.
  • Preparing for winter snow removal - At Council's direction to start clearing roads sooner when there is a snowstorm, Public works will meet with the grader operators to discuss a plan and see what that looks like for the group collectively.  
  • Public works will be setting up an on-call phone for residents to call if they have an issue that must be dealt with outside of office hours.   The phone will be circulated between Supervisors and Managers at Public Works.  
  • Public Works Staff maintain a complaint tracking system.  Council was requested to email all complaints to Mark Chileen and Kim Brodziak to ensure that the complaints are included in the tracking system.  

Ken Warholik reviewed the oiling projects that were completed in the 2018 season.  Crews are currently ripping and packing in Division 3. 

Bryan Bespalko presented a summary of dust controls with MG-30 which were completed during the 2018 season:

  • 111 dust controls - 200 metres each 
  • 9 dust controls - 500 metres each 

MG-30 was also applied on 13.75 miles of road.  

Bryan Bespalko reported on the following:

  • Crusher temporarily shut down due to illness and shortage of staff.  Start up later this week. Crushing crew working on construction and maintenance for a week.
  • Currently at Danyluk pit to crush 20,000.
  • Crusher has produced 142,000 yards of usable gravel so far this season
  • Gravel swap from CN to JMB (Frog Lake) to allow cure time on Richland Road
  • Discussion on cost of replacing crusher cone and chassis.  To be discussed further during budget deliberations.  

ATCO will be doing the upgrade at Floatingstone Campground in the beginning of November.

Well at Lower Mann has been abandon and the cement pad removed.  Top soil soil has been placed in that area.



Discussion on the water pooling on main street in Ashmont.  The utility department is working on it. 

  • The waterline from Ashmont to Mallaig is on schedule.  Water expected to be flowing to the Hamlet of Mallaig by the end of the month.  Project has gone well.  
  • Desludging the Mallaig lagoon will be done in 2019.

Mark Chileen and Jack Vanden Berg reported on the following:

  • Bobcat mini track hoe has been purchased.
  • T40 (2006 Kenworth T800) Plate Truck in summer Sander and Plow Truck in winter - to be sold at the end of October.
  • We have received the new plow trucks T-104 and T-105.  One is currently pulling water trailer while the other is set up as a sander.
  • Four plow trucks set up for sanding.  Starting to prepare graders for winter.
  • MS-04 Buggy transmission is still being repaired and will not be ready for work this fall.  Will have one year of warranty that will cover it for next summer.  
  • MG 01 repairs to final drive $10,000 no warranty.

Public Works is anticipating to begin reconstruction of TWP RD 560 east of HWY 897 as discussed with CNRL, during the last week of October.

Public Works is working on Water Act exemption on a few small projects.

    to sponsor one team for $160 and provide a door prize for the Annual Mallaig Farmer's Spiel.

    to deny the request from the owner of Lot 1, Block 17, Plan 7620518 for an encroachment agreement to permit their buildings to remain on Lot 43R, Block 1, Plan 7620518 and that Public Works check the area to see if the County can provide assistance by removing vegetation.

Administration has scheduled a meeting with Alberta Trnasportation on November 20 at 9:00 a.m. during RMA Convention.  Items of discussion will include:

  • STIP Funding
  • Mowing/weed control along provincial highways
  • Elk Point Airport
  • SH 881 between HWY 28 and HWY 29
  • Highway lights into Hamlets of Mallaig and Lottie Lake
  • Resolution #PW20181023.1008

    that County Surveyor check out water levels at Laurier Lake to see how much the lake has dropped since the beaver deceiver has been installed.

    to accept the information on the Climactic Design Data reviewed by Environment Canada.  The information has been forwarded to MP Shannon Stubbs and she will inquire about the County's request for a new study and if it is in process.

Council discussed the application form for the Recreational Facilities Grant.  Council requested that additional information on investments and other grant funding applications be requested from the community groups.
