At the June meeting, Council was presented with a request from the St. Paul Fish and Game Association for funding.  Their request was tabled for more specific information regarding what the funding will be spent on.

 

Attached is a letter from the St. Paul Fish and Game Association stating that the funding is being requested to defray the expense of sending youths to the Narrow Lake Summer Conservation Camp.  Each applicant pays $50 and the balance ($375) is paid by Fish and Game. 

Further to the discussions at the July Public Works Meeting, administration forwarded the attached easement to the School Board for their approval.  This easement is for the County to purchase the required property to register a road along the north and west sides of the school yard, prior to the school board erecting their chain link fence. 

At the July Meeting, Council gave 1st reading to Bylaw No. 1580, which is a bylaw to rezone the W 1/2 NW 8-57-6-W4.

 

Bylaw No. 1580 was advertised in the St. Paul Journal and Elk  Point Review the weeks of July 26th and August 2nd and the adjacent landowners were notified. 

At the July Meeting, Council gave 1st reading to Bylaw No. 1581, which is a Bylaw to Rezone SE 18-56-6-W4 from Agricultural to Industrial/Commercial.

 

Bylaw No. 1581 was advertised in the St. Paul Journal and Elk  Point Review the weeks of July 19th and 26th and the adjacent landowners were notified. 

The Public Hearing for the Garner Lake Area Structure Plan has been advertised for 1:00 p.m.  Adjacent landowners were notified.

The 2011 Northern Lights Library System Annual Conference entitled 2011 Full Speed Ahead will be held September 15 to 17, 2011 in Elk Point.

 

The agenda for the Conference is attached.

The LGAA Association of Alberta is hosting a workshop on Policies and Procedures on September 23, 2011 in Leduc.

The 2011 AAMD&C Municipal Fall Convention will be held on November 22 to 24, 2011 at the Shaw Conference Centre.

 

Rooms have been booked at Hotel MacDonald.

The Northeast Alberta Track and Field Club will be hosting the 10th Annual St. Paul Rodeo Road Race on September 3rd.  This is the main fundraiser for their club and they are looking for sponsorship for the race.  Funds raised through sponsorship are used to purchase uniforms, equipment, and pay meet registration fees for the athletes throughout the year.

 

Sponsor names/logs will appear on a t-shirts that are provided to each participant:

     - Gold Sponsor - $1,000+ - Logo on the front of t-shirt

     - Silver Sponsor - $500- $999 - Logo on sleeve of t-shirt 

     - Bronze Sponsor - $499 and under - Name on back of t-shirt

 

The owner of the Mann Lakes Golf Course is requesting an operating grant of $2,991.32 to help offset the 2011 property taxes.

 

In 2009 and 2010 a grant to offset property taxes was approved and Mr. McDonald was advised that his request would be reviewed on an annual basis.

 

The Chamber of Commerce is requesting the donation of 1 load of gravel to be used as a silent auction item for the Rodeo Week Kick Off Supper.

 

They are also requesting if Council wants to purchase a table of 8 at $175 for the Rodeo Week Kick-off Supper scheduled for August 29th.

 

 

Bylaw No. 1582 is being presented to Council to Amend the Land Use Bylaw as it relates to rezoning the PNW 32-56-10-W4 from Urban Expansion to Agricultural.

 

The landowner wishes to subdivide the title into 2 agricultural parcels.

 

After first reading, the Bylaw must be advertised according to Section 606 of the M.G.A.  and a public hearing held according to Section 230 of the M.G.A.

 

The adjacent landowners will also be notified of the proposed rezoning.

 

Bylaw No. 1583 is being presented to Council to Amend the Land Use Bylaw as it relates to rezoning the PNW 32-56-10-W4 from Urban Expansion to General Urban District.

 

The landowner wishes to sell the subject area to the owner of Lot 1, Block 2, Plan 792 1651.  The owner of Lot 1 currently uses the subject area.  Lot 1 will be consolidated with the subject area to form 1 parcel.

 

After first reading, the Bylaw must be advertised according to Section 606 of the M.G.A.  and a public hearing held according to Section 230 of the M.G.A.

 

The adjacent landowners will also be notified of the proposed rezoning.

Further to discussions at the July Public Works Meeting, I contacted Lois Byers for a quote to facilitate Public Consultation Meetings for the 2012 Strategic Plan.  Her quote came in at $2,356.

The contract with Helen Chapdelaine/Westcove Kennels will expire on August 31, 2011.  Attached is a copy of the contract, which is the same as the last contract that the County signed with her.

The Evergreen Regional Waste Management Services Commission passed a motion to terminate the Agreement for Administrative Services as of December 31, 2011.  They have also approved the agreement for the County of St. Paul to provide payroll services for the Commission Staff effective January 1, 2012.

As discussed at the July Public Works Meeting, attached is the Shop Road (57th Street) Agreement between the County and and Town of St. Paul for water line construction and summer and winter maintenance of the road.

Further to the July Public Works meeting, listed below are the easements for Project 1C111 that were not available for approval at the April Council Meeting when the other easements were approved.

 

These easements are for road construction purposes.  Backsloping and County to fence or pay compensation for fencing.

We have received a letter from the Town of St. Paul proposing to annex 146.70 acres in NE 9-58-9-W4 due to the high demand for industrial property and the request for Water and Sewer Services to brought to the area.

 

We have also received a letter from Jacques and Gail Plante, who owner 38.6 acres in NE 9-58-9-W4 and are against the proposed annexation. 

Brian Ho, is with the ID VIP Team, which is a group that supports unsigned music artists in the province and through the Sun, Snow and Show Concert Series provides municipalities with musical entertainment for major events.

 

They are requesting to use the Floatingstone Campground for an ID VIP Team group weekend free of charge after the park is closed to the public (September 16).  In exchange they will do a concert free of charge, which the FCSS Department could use as a fundraiser.   

We received an e-mail from Marianne Price requesting if we are interested in partnering with Alberta's Lakeland and the Town of St. Paul to share a booth for the Sherwood Park and Fort McMurray Trade Shows again in 2012.  She submitted this request early because TDR Central ran out of money last year, so she wants to get her proposals for funding in as soon as possible.  

  -  Fort McMurray – April 27 – 29th - Booths are $850 less 48% funding = $442.00 our cost plus booth accessories, mileage and hotel

 

  -  Sherwood Park – April 13–15th - Booths are $875 less 50% funding = $437.50 our cost plus booth accessories, mileage and hotel  

 

In 2010 and 2011 Council partnered with the Town and Alberta's Lakeland for these trade shows.

At the July Public Works Meeting, Council discussed the condition of the standing hay crop on NE 13-59-10-W4 and the need to maintain the property.

A Satisfaction Survey was mailed out with the property taxes.  The results were compiled and are attached.
