The Public Works Meeting of the County of St. Paul No. 19 was called to order by Reeve Steve Upham at 9:05 a.m., Friday, July 27, 2018 at the County Office in St. Paul, there being present the following:

  • Elk Point truck fill - dirt work and gravel- Complete
  • Reclaiming Kinjerski gravel pit - Complete
  • Stoney Lake parking lot - Complete - repairs to be done later
  • Richland Road plus Road tech - Complete - Hunain from Guardian Chemicals is coming out to look at the two soft spots in the road.


  • Seed Cleaning Plant Expansion - used dirt from the Town of St. Paul with crushed concrete - Complete
  • Iron Horse trail (Heinsburg mud hole) - Complete
  • Floatingstone Bin site - to be started on July 30th 
  • Waterton Bin site - road to the lake required additional work - Complete

Marc Chileen, Director of Public Works, reported on the following:

  • Repairing culvert/drainage issues
  • Well in Lower Mann next to road to be abandoned.  Secured for now.
  • Beaver issues ongoing (over 150 beavers caught)
  • Pothole repair throughout County 
  • Gravel haul to roads and wash outs - approximately 150 miles 
  • Sweeping in Ashmont and Mallaig was done by the Town of St. Paul 
  • Approximately 150 miles of road gravelled so far this season.

 

Council was informed that the County has received the following responses to the RFPs for pavement repairs in subdivisions:

  • Spectre Systems - $1,375,000
  • E-Construction Ltd. - $1,682,500
  • Knelsen Sand and Gravel - $970,000
  • Blue Sky Coatings Ltd. - $912,000

    to table a decision on awarding the contract for pavement repairs in subdivisions until later in the meeting.

  • Mulching to start Aug 16th after Migratory bird season.
  • Plans to pile burn and backslope during winter to clean up more ROW’s

  • Finished North of Mallaig, working South of St. Lina
  • As per attached oil proposals and estimate 2018
  • Rip and Pack to prep for Cold mix (Plans to prep for next years)

Bryan Bespalko reported on the following:

  • Dust controls with MG 30.
  • Continuing to work through the list - crews are currently working in Division 3, approximately 90% complete.
  • Next week will work in Divisions 1 andd 2

Bryan Bespalko reported on the following:

  • Crusher in Richland crushing road allowance material.
    • 81,000 yds gone through and 67,500 yds stockpiled
  • Chips for chip seal on Richland - Complete
  • Crushing spec gravel for Lafond waste water road - Complete
  • Estimate $7000-$15000 (3 estimates) to drill Elk Point golf course to test for gravel.  We anticipate a large seam of gravel as per surrounding locations - 6" sleeved hole; drill through rock.


  • Carillion has been invoiced for 10,100 tonne of sand to ensure payment - the sand is still in our pit. 
  • Carillion willing to sell up to 1000 tonnes of sand and salt from their Ashmont shed in winter.  The cost is $24/tonne plus $160/tonne to add salt.  Staff will not have to travel back to St. Paul to re-load so it will provide a faster service.
  • The Town of St. Paul is requesting to purchase approximately 500 tonnes of sand/salt from County yard at cost for town purposes.


  • See attached gravel usage spread sheet.
  • Gravel delivered to Animal shelter, Ag Societies and Crisis Centre
  • Ashmont School cement waste offered to County to be delivered and stockpiled in the County Public Works yard.  Approximately 3500 - 4000 yards.

Bryan Bespalko reported on the following:

  • Inspected Garner Lake, Floatingstone Lake (Plateau Estates), Crestview and Laurier Lake boat launches:
    • Garner and Crestview need total rebuilds.
    • Laurier in need of fill and pads at the end.
    • Floatingstone is unknown as the algae was too thick to see pads.
  • Urban Systems working on plan for Stoney Lake to get Water Act Approval for 2019.

Bryan Bespalko reported on the following:

  • Ashmont to Mallaig water line:
    • On schedule so far with pipe installation.
    • Building and radio material for tower site may cause a 3-4 week delay on project as the building is an 8-10 week build.
    • Power to tower site may delay project as Water Act Approval may be required to install poles. Looking at alternative routes with Urban Systems and ATCO.
  • KTI looking into fixing billing irregularities
  • Ashmont back-up diesel pump repairs: pump seized
  • Lightening strike in Mallaig burned out motors in lift station. Replaced 2 motors and 2 motor savers.
  • Lambourne doing sludge survey at Mallaig Lagoon. Will provide a time schedule for removal after survey is complete.
  • Riverview Water/Sewer – Nothing new to report.

 

Mark Chileen reported on the following:

  • D3 Cat stolen from Richland pit on July Long weekend found one week later on CNRL lease North of County.  Cat was undamaged with 10 extra hrs on it.  Public Works researching GPS trackers for equipment.
  • Tractor trucks delivered.
  • One ton delivered.
  • Demo completed on 2 back hoes and 5 mini tracked hoes.  Will be purchasing a 5 tonne rubber tracked mini hoe for $80,000 instead of a backhoe for $150,000.
