Suggest moving forward with Blue Sky Coatings Ltd. over the next two years.

Motion:

  • Administration is recommending to approve a contract with Blue Sky Coatings Ltd. for $912,000 for pavement repairs in subdivisions and hamlets to be done over two years, with $440,198 to be paid from the 2018 budget and the balance to be paid from the 2019 budget.
  • Mulching to start Aug 16th after Migratory bird season.

  • Carillion willing to sell sand and salt from Ashmont shed in winter up to 1000 tonnes.  Cost would $24/tonne plus $160/tonne to add salt (at cost). Benefits – do not have to travel back to St. Paul to re-load, faster service, better inventory management in St. Paul.
    • Administration is looking for direction from Council.
  • Town of St. Paul would like to purchase approx. 500 tonnes of sand/salt from County yard at cost for town purposes

Motion 

  • Administration is recommending to approve the sale of up to 500 tonnes of sand/salt to the Town of St. Paul at cost, to be hauled from the County of St. Paul Public Works yard.

  • Urban Systems working on plan for Stony Lake to get Water Act Approval.

  • Ashmont to Mallaig water line update:
    • On schedule so far with installation of pipe. No delay days other than scheduled days off (11-3 shift).
    • Building and radio material for tower site may cause a 3-4 week delay on project as the building is an 8-10 week build.
    • Power to tower site may delay project as Water Act Approval may be required to install poles. Looking at alternative routes with Urban Systems and ATCO.
  • KTI: looking into fixing billing irregularities
  • Ashmont back-up diesel pump repairs: pump seized
  • Lightening strike in Mallaig burned out motors in lift station. Replaced 2 motors and 2 motor savers.
  • Lambourne doing sludge survey at Mallaig Lagoon. Will give a time schedule for removal after survey is complete.
  • Riverview Water/Sewer – Nothing new to report.
  • D3 Cat stolen from Richland pit on July Long weekend found one week later on CNRL lease North of County.  Cat was undamaged with 10 extra hrs on it.  Jack researching GPS trackers for equipment.
  • Tractor trucks delivered.
  • One ton delivered.
  • All Scrapers up and running for first time this summer.
  • Demo completed on 2 back hoes and 5 mini tracked hoes’.

Motion:

  • Based on staff testing and input  - Administration is recommending to purchase 5 tonne rubber tracked mini hoe for $80,000 instead of the backhoe for $150,000.

Motion:

  • Administration is recommending to sell the following equipment at Auction:
    • 2006 Kenworth T800 (T40) - Plate Truck in summer Sander and Plow Truck in winter
    • 1995 Kenworth T800 (T11) - Plate truck with winch
    • 2008 Freightliner Model M2 106 (T56) - 5 Yard sand truck with front plow only, no wing and 5 yd. gravel box in summer.
  • Met with CNRL field Forman to inspect roads used by CNRL and come up with plans for repairs and budget going forward.
  • Plan to meet in near future with oil committee.

The Alberta Rural Municipal Administrators Association 2018 Conference will be held from September 5 - 7, 2018 in Medicine Hat, AB.

The gazebo in the Hamlet of Ashmont is situated on the County's siding lands and has been looked after by a group of volunteers from the community, which now consists of only two members.  The gazebo has been vandalized and is in need of repair.  There was a meeting on site with Councillor Hedrick to discuss future plans to repair and monitor the site.  Before moving forward, the County would send letters to the Ashmont Legion and Ashmont Ag Society requesting if there is interest in maintaining, funding and/or monitoring the site.

 

Attached is a list of what the volunteers are suggesting can be done to upgrade the site.  

At the November 2017 Council Meeting, Council received a request from Henry and Bibiane Foisy to purchase a portion of the undeveloped road allowance west of their property or for the County to provide gravel on the undeveloped road allowance to help maintian the portion of the road that currently exists.  At that time, Council denied  Mr. Foisy's request.

 

Mr. Foisy  is now requesting that Council provide gravel on the 1/2 mile of undeveloped road allowance to help maintain the portion of the road that currently exists.  Mark Chileen and Crystal St. Arnault took pictures of the road allowance (see attached). 

 

CRNL has land interests as they have a well site located on 10-2-57-10-W4, they use 400 meters of the undeveloped road allowance (east-west) and 800 meters of the undeveloped road allowance (north-south) to access their well site.  There is no road use agreement with the landowner as this is for agricultural access, so an agreement is not required.   Mark will speak with CNRL about partnering to maintain this road allowance. 

We have received the following request from K + S Windsor Salt Ltd.:

 

Dear Linda,

On behalf of the K + S Windsor Salt Ltd. I would like to apologize for not making the early payment deadline of July 1st.

Having our payments issued out of our Chicago head office can sometimes be a challenge but this is no excuse.  I have initiated a payment for the amount owing plus the 3% penalty for not having paid by July 1st.

I would like to request that the penalty be reviewed by the council and that they take into consideration our past payment history.

There is no reason why we would not want to pay our property taxes at the earliest date and we will work hard to ensure this does not happen again.

On July 12th, the County received payment from K + S Windsor Salt Ltd. including penalties of $12,932.86.  Since 1990 (which is as far back as our electronic records show) Windsor Salt was only late paying in 2011.

Following approval of the 2nd Quarter Startegic Plan at the July Council Meeting, we received additional updates from the ASB Department which are now included in this copy of the Strategic Plan. 

 

The Strategic Plan was forwarded under seperate cover.

Due to the wet conditions over the past few years, Kotowich Evergreen Farms is requesting to purchase approximately 400 yards of pit run from the Richland Pit to be used for future set up of grain bins and for their yard where they store their main equipment.  They have a truck and loader to haul the gravel. 

 

This request is being presented to Council as it falls outside of policy.

The Annual St. Paul & District Chamber of Commerce Rodeo Kick-Off Supper will be held August 27.  Tickets are $45.00 or $330 for a table of 8.  

 

The Chamber is also seeking donations for their Silent Auction or to be used as a door prize.

The owner of Lot 8, Block 4, Plan 1173TR at Ernie's Beach requested permission to remove some trees from the MR which they feel are in danger of falling onto their house.  Administration informed the landowner that they are permitted to cut the hazardous trees at their own cost.  They have hired a company to clear trees on their property as well as these hazardous trees on the MR and are requesting to be compensated for the removal of the trees on the MR.

 

Bryan Bespalko will be in to speak to this item.  

Following the July Council meeting, Administration has met with the local consultant, Octopus Creative, who has the capacity to assist the County with a Marketing Discovery as well as a Vision, Mission, and Values session.  Octopus Creative has provided their proposal to conduct the Marketing Discovery at a cost of $1700 (within Administration's budget).  This work would lead into a session with Council that would result in a new Vision, Mission, and Values Statement - cost of this $2500.  Based on this work, Administration feels we can facilitate the Strategic Planning Session with Council to create an overarching document that will provide the direction for the more detailed work plan.

The Town of St. Paul is using Octopus Creative to complete this work as well.  Please see attached proposals.

Hailey Gish has requested to attend International Association of Public Participation (IAP2) training from December 10-14, 2018 in Calgary. This training would endow Haileywith a professional designation that will prove valuable throughout her career as well as with the County as we navigate several special projects with public participation components. 

The Certification Program is a new professional designation available to IAP2 Canada members. Certification proves, through independent assessment, that you have demonstrated the basic knowledge and skills required to perform the role of public participation (P2) professional. The designation Certified Public Participation Professional (CP3) is the assurance that the practitioner meets a set of internationally-recognized criteria.

The cost of the training at the early bird registration rates is $1827.50 + GST. The County would be able to cover the costs of training with the professional development portion of the ACP Grant provided by Municipal Affairs under the Municipal Internship Program. 

As per Item 5.1 above the following amendments are being proposed to the Speed Limit Bylaw:

  • Change speed limit to 50 km/hr on Range Road 104 from Correction line (Twp Rd 590) to North end of the Hamlet Owlseye
  • Lower the speed limit on Range Road 74 (Richland Road) from Twp Rd 562 to Highway 646 to 50 km/hr
