The residents in the Sante Hills Subdivision at Lac Sante are requesting permission to erect a "Rural Crime Watch Area" sign at the intersection of Range Road 564 and Twp Rd 112A.

The contract for the Ashmont Lagoon stipulated a 6 foot high fence, which is not a standard height.  When G & J bid the job, they bid it on a five foot fence.  Urban Systems is suggesting that if the County is OK with a 5 ft high fence, G & J can proceed on the basis that the County receive a credit for the reduced fence height, which should be roughly 30% credit on material.

 

Alberta Environment guidelines regarding lagoon fencing is as follows:

The wastewater lagoons shall be enclosed with a fence.  The fence shall be designed and constructed to preclude the entrance of children nd to discourage trespassing.  The fence shall also serve to preclude the entrance of livestock.  Where the lagoons are located near developed areas, a chain link fence may be required to preclude children from gaining entry.

Fences shall be located away from the outside toe of the berns in order to facilitate mowing and maintenance operations,  In addition, an access gate shall be provided to allow entry of maintenance quipment, and this gate shall be provided with a lock to preclude entrance of unauthorized personnel.

Mountain View County has invited one member from administration and one Council representative to participate in a rural broadband workshop to be held at the MVC administration office on Monday, November 7th. 

The workshop is for interested rural municipalities to discuss broadband solutions. Prior to the workshop, each participating municipality is requested to provide the following information:

  • What problem, if any, your municipality has or is trying to solve in regards to broadband; i.e. lack of speed, coverage issues, reliability issues, high cost of available services etc.
  • What has been done to date within your municipality to identify a rural broadband solution.
  • What does the future look like for broadband within your municipality.
  • Any other relevant information.

This will allow for information sharing and may identify what works and what doesn’t work, as well as potential opportunities for partnership. These one pagers will be compiled into a package which will be provided to each attendee at the beginning of the workshop.

AAMD&C representation has also been invited to participate in the workshop.

The International Institute of Municipal Clerks Conference is being held in Montreal, Quebec from May 21-24, 2017. The last time that this conference was in Canada was in 2004, so it is a rare opportunity. 

Kyle Attanasio is requesting to attend the IIMC Conference in lieu of the Alberta Municipal Clerks Conference in April. The Conference will help satisfy some requirements for Kyle's Certified Municipal Clerk Designation, which are otherwise unavailable at the Albertan Conference. 

Costs will be similar to those incurred for the Albertan Conference and granting is available in an effort to further reduce attendance costs. 

Municipal Affairs will be available to meet with municipalities during the AADMD&C Convention, however they are still uncertain about meeting dates and times.  If Council wants to schedule a meeting, we need to submit our top three agenda items before Friday, October 7th. 

The St. Paul Elks is requesting a donation for their radio auction which will be held November 6th.  The proceeds will support youth community groups and the St. Therese Health Centre.

Last year, Council approved two ten cubic yard loads of gravel, to be delivered as per policy PW-59.

At the September Council Meeting, Council was provided with a list of outstanding permits (attached to CAO report) that were sent out to residents as a result of the Assessment inspection in 2015.
