5.1

Funding for Elk Point Chamber of Commerce

At the July Meeting, Council tabled the request from the Elk Point Chamber of Commerce for an increase to their grant funding from $4,000 to $5,000.

 

We contacted the Chamber of Commerce and requested their Financial Statement and Budget for 2012.  They did not create a budget for 2012 so they provided year to date budget numbers. 

 

Geoff Hyslop with the Chamber stated that even though they are showing a relatively large profit of $19,417.91 for 2011, the Chamber of Commerce has an outstanding loan for the construction of the Visitor Information Eco Centre in Elk Point.  The outstanding loan at December 31st was $190,000 which has been paid down by another $15,000 in 2012.

Road Cancellations

Attached is more information on the two road cancellations that were tabled from the July Council Meeting. 

 

Road Plan 4933EO in NE 6-57-6-W4.  We are now requesting to cancel only the portion that lies within the County of St. Paul.  Crystal will be informing the Town of Elk Point that we will be cancelling the portion within the County

 

Road Plan 980KS in NW 8-59-11-W4 amd NE 8-59-11-W4.  Crystal provided a different map which indicates where the old road was (that we are requesting to cancel - in pink) and where the road now exists.

 

Section 24 of the M.G.A. allows Council to close and cancel any part of a road described in a surveyed road plan if it is no longer required for use by the travelling public owing to the existence of an alternate route.

5.3

Ashmont Sanitary Sewer - Barry Kubinchak

 

Historically it appears that when Mr. Kubinchak first put his septic field in - it was approved by the County's Safety Codes Officer and was faulty.  The Council at that time approved for the work to be redone at the County's expense.  Now he claims that the failure of his system is due to a water line break and leaky valve.

Administration had Superior Safety Codes attend Mr. Kubinchak's property to determine if his septic field is working or fixable. They have indicated that it appears to be saturated - which may have been caused by the County's leaking water valve - or possibly due to environmental factors such as increased rain. It is hard to determine cause of saturation. Regardless it may not work to add dirt to his field in order to solve the problem. The best option may be to hook to Ashmont sanitary sewer system - as new on-site system would be more expensive (est. $40,000) and he may not have the room on his lot to accommodate a new on-site system.

Public Works has provided a more comprehensive quote for the lift station and piping required to connect the 3 properties that are currently not connected to the sanitary sewer.

Total cost per lot for the connection is $12,643.33.   The quote does not included cost for resident to tie into the sewer line - we estimate that to be approx $2,000.  Currently the Utilities Bylaw requires the resident to pay $1,000 to connect to a sewer line. Therefore each connection to this line without any subsidy would potentially be $15,643.

PW spoke with estimator regarding open cut rather than directional drill - it was determined that a small portion of the project could be open cut, however where the tie in occurs it makes more sense to directional drill - may be able to save $1-1500 on entire project.

Administration has not yet sent these costs to Mr. Kubinchak as they were received just when agenda was being produced.  Mr. Kubinchak has expressed his opinion that his septic field does not work due to County water line issue.  He is requesting if Council would contribute all or a portion of what is required for him to connect to the sanitary sewer as he feels the County has a responsibility.

10:30 a.m. - Riverland Recreational Trail Society

Attached is the presentation from the Riverland Recreational Trail Society.  Marvin Bjornstad will be in to speak to Council.

6.2

11:00 a.m. - Public Hearing - Bylaw No. 1601 - Rezone PNE 35-58-10-W4 from Ag. to Industrial & Country Residential 2

At the July Meeting, Council gave 1st reading to Bylaw No. 1601, which is a bylaw to rezone PNE 25-58-10-W4 from Agricultural to one lot of Industrial Commercial and 3 lots of Country Residential 2.

 

Bylaw No. 1601 was advertised in the St. Paul Journal the weeks of July 24th and 31st and the adjacent landowners were notified.

 

Krystle Fedoretz will attend this Public Hearing.

11:30 a.m. - Public Hearing - Bylaw No. 1602 - Rezone PNW 19-60-9-W4 from Urban Expansion to Industrial/Commercial

At the July Meeting, Council gave 1st reading to Bylaw No. 1602, which is a bylaw to rezone PNW 19-60-9-W4 from Urban Expansion to Industrial Commercial.

 

Bylaw No. 1602 was advertised in the St. Paul Journal the weeks of July 24th and 31st and the adjacent landowners were notified.

 

Krystle Fedoretz will attend this Public Hearing.

6.4

1:15 p.m. - Public Hearing - Remove Reserve Designation on portion of Lot R4, Plan 3705RS

At the July meeting, Council made a motion to remove the reserve designation on the portion of R4, Plan 3705RS that has part of the roof from the house located on Lot 02A. Block 4, Plan 0425147 encroaching on it as well as a garden shed. 

 

The Public Hearing was advertised in the St. Paul Journal the weeks of July 31st and August 7th, the adjacent landowners were notified and the notice was posted on the reserve lot.

6.5

1:30 p.m. - Silhouette Dance Club

Board members from the Silhouette Dance Club will be in to speak to Council about their proposed new facility and to request a financial contribution for their facility.

2:00 p.m. - Urban Systems

Matt Brassard with be in to provide Council with an update on Ashmont/Lottie Lake, the Lottie Lake distribution line and the Lottie Lake leak options.

New Business

7.1

2012 Alberta Assessors' Association Fall Symposium - September 20-21

The 2012 Alberta Assessors' Association Fall Education Symposium will be held September 20-21, 2012 in St. Albert.

7.2

Ports to Plains Conference - October 2 - 4

The Ports to Plains Conference will be held October 2-4, 2012 in Medicine Hat.  This is the first time that the Ports-to-Plains Alliance is holding its annual conference in Canada.  Registration for the conference is $250.

 

Alberta HUB is a major part of the Eastern Alberta Trade Corridor which is the Northern portion of the Ports to Plains Alliance.

7.3

Request for Funding - Grandparent Day Walk

The Elk Point Grandparent Celebration Committee is hosting their Annual Celebration on September 9, 2012.  Part of the celebration is a fundraising walk that  they are raising funds for the Elk Point Pioneer Circle utilities, the Heritage Lodge Auxiliary for operational costs of the Handi-Van Bus and African grandparents in Tanzania, Africa.  They are requesting donations for their celebration. 

 

 

7.4

Bush Buggy Fire Fighting Unit

The Elk Point Fire Department is fundraising for a firefighting unit mounted on an ATV mobile, the same as what the Ashmont Fire Department currently has in service.  The unit is capable of fighting fire in remote/difficult areas where the Rapid Attack unit cannot access.  The cost of the unit is approximately $25,000 and they are requesting if the County would provide the miscellaneous material and labor for the construction of the skid mounted unit.

Note Council did approve the building of skid for the Ashmont side-by-side.

7.5

FCSS Admin Support Position

FCSS Director Janice Fodchuk has commenced advertising for a new FCSS Admin Support position.  She has re-written the job description for this position making it a more clerical position than it previously was.  Therefore Administration is looking to amend the Salary Grid for the position to reflect the duties.  We are looking to hire into this new position in early September.

7.6

Speed Reduction on Highway 28 Near Ashmont Access

Further to the discussions at the July Public Works meeting, we require a motion from Council to approve the proposal from Alberta Transportation for speed reduction on Highway 28 near the Ashmont access from 100km/h to 80 km/h.

7.7

Engineering Estimates for overlays on Murphy and Moosehills Roads

Further to the July Public Works Meeting, we require a motion from Council to approve the engineering estimates of the overlays on the Murphy and Moosehills Roads so that we can be ready to make application for Resource Road funding when we are next eligible.

7.8

Tender for Bridge repairs

Further to the July Public Works Meeting we require a motion to tender for bridge repairs.  The tender package is ready to go out.

Decorate Office for Rodeo Week and Float for Parade

As discussed at the July Public Works Meeting, Council agreed that the County should enter a float in the rodeo parade and decorate the office for Rodeo week. 

7.10

Water Bill - Ashmont Legion Hall

Council was informed that the Ashmont Legion Hall inadvertently left the outside water turned on which resulted in a charge for their consumption in excess of $700 for the months of May and June.  The Legion is requesting that Council waive the $700 consumption fees.

7.11

Water Commission

Attached is the list of residents who have applied to be connected to the St. Paul/Elk Point Water Line.  These connections were discussed at the PW Meeting, however following the Public Works Meeting several other changes were made - shown in pen on the attachment. 

Also we have a request from a resident who is not adjacent to the line, but is willing to put the line into his property one quarter away.  Council will have to consider if they are willing to have a meter vault in their Right of Way and allow a License of Occupation to this resident to install a water line in the ditch to his property.  Consent by the County would have to be a request going forward to the commission.  See attached map.

In addition, the Town of Elk Point will be discussing their thoughts on the Operations and Maintenance of this line and will be bringing recommendations to the  Commission, the County Council should also have this discussion in order to provide direction to Commission members.

Alberta Public Works Association, The Alberta Roadbuilders & Heavy Construction Association and Alberta Transportation will be hosting the 7th Annual Partner's in Excellence Conference & Tradeshow from October 1-3, 2012 in Red Deer.
