  • Introduction of Tony Devlin, Public Works Supervisor

  • Riverview Bridge file repair finished.  Issues with replacing cement collar due to water flow.  Rip Rap placed, and erosion repaired. 
  • Lafond Sewage road tendered closed with Rondell Road Contracting winning the bid at $183,820.  Meeting with Rondell to determine if they can do the project at bid price. Friday March 23
  • Approach and driveway to Russ Kowtun property completed.
  • Garner Road padding over low areas nearly completed
  • All proposed projects have been brushed.  Currently cleaning up.
  • Working to get everything prepared for construction such as acquiring borrow pits, TFA’s, water act approvals, utility moves etc.
  • Iron horse trail pad section of trail. Heinsburg
  • Seed cleaning plant. Planned for Summer 2018

  • Gravel exploration. Tested in 15 quarters and found nothing usable
  • Agreements secured exploring in North end of county as well as strategic locations around Lac Sante area to provide gravel for Lafond Sewage road.
  • Golden Gate SML expansion in progress waiting on approvals
  • Maintenance on crusher ongoing to prepare for an early start.

  • JD Mollard prepared a report for Divisions 5 & 6.

Hauling gravel to Mallaig and shop yard.  Currently at 10,500 yards at shop and 12,000 yards in Mallaig.

Bird season and snow load limits us at this point.

  • Ashmont to Mallaig water line update
    • Working on agreement with St. Arnault for tower site
    • Beretta started moving in equipment for waterline project
  • New graders are coming in right away
  • New steamer in and working, we now have three steamers set up and ready to work.
  • Inspecting summer construction equipment and ongoing maintenance on sanding trucks and graders
  • Received first new grader
  • Front differential on 938 loader failed $7000 in parts
  • Engine on D7R had a critical failure in front engine gear train causing enough damage to warrant install of new drop in engine at a cost of $55,000.
  • The old roll off garbage truck had a conversion kit installed to engine which deletes the emissions treatment and goes back to a single turbo system, also the Allison transmission was removed and resealed. Total cost of this was $10,000.
  • Along with these highlights CVIP inspections and regular minor maintenance has been on going, keeping shop quite busy.

At the January Public Works Meeting Council discussed a concern from a resident at Lottie Lake regarding noise from a tanker truck parked along Twp Rd 590 and being started early in the mornings.  Council agreed to permit the resident to continue parking along Twp Rd 590. 

 

At the March 13th Council Meeting, Neil and Barb Markham, attended the Council meeting to speak about their concerns with the truck being parked along Twp Rd 590.  Mr. Markham requested that the owner of the truck be asked to park away from their home and from all residences in Lottie Lake and suggested that he would like to see the noise bylaw amended to include no parking big trucks in residential areas.   

 

At the March 13th Public Works Meeting, Anton Bester, Project Manager with Urban Systems, spoke with Council about the tenders for the Lafond Sewage Road which were opened on March 6, 2018 in Urban System's Edmonton Office on behalf of the County of St. Paul.  Council tabled a decision on awarding the contract pending more information.

Bylaw No. 2018-04, Fee Schedule Bylaw, is being amended to include Dog Impoundment Fees referred to in the Dog Control Bylaw.  These fees were inadvertently missed as information was moved out of the Dog Control Bylaw and into the respective penalties and fee schedule bylaws.  

Bylaw No. 2018-05, Dog Control Bylaw, is being presented for an amendment as it refers to Schedule "B" and there is no schedule B attached to the Bylaw.  The information in Schedule "B" in previous bylaws was for impoundment fees and it was missed as information was moved into the fee schedule and penalties bylaws.  The impoundment fees will be included in the Fee Schedule Bylaw. 

Further to discussions that took place at the Law Seminars, we are looking for direction from Council in regards to districts in which Cannabis will be permitted (discretionary).  Following the discussion, administration will work on an amendment to the Land Use Bylaw based on Council's direction.

The County constructed a lift station on the Road Allowance, a portion of which encroaches upon St. Arnault Lumber's property - Lot 5, Block 3, Plan 1005EO.  Attached is an encroachment Agreement with St. Arnault Lumber & Building Supplies Ltd., as prepared by legal counsel.  We require a motion to enter into the Agreement with St. Arnault Lumber. 

Based on the 2017 audit, we will require a motion to transfer funds.  We are waiting to hear from the auditor.  Additional information will be available at the Public Works meeting.  

The Lakeland Panthers Bantam AA Hockey Team will be competing in the Bantam AA Hockey Provincials from March 29 to April 1 in Edmonton.  The AA based out of Bonnyville is the only team in the area offering this level of hockey and draws players from LLB, Mallaig, St. Paul, Bonnyville, Cold Lake, Frog Lake and Elk Point.  This season, the team is comprised of athletes from St. Paul, Bonnyville, Cold Lake, Lac La Biche and Mallaig.  

 

As this request falls outside of policy, it be being presented to Council for consideration.
