At the February 13, 2018 Council meeting, County Council received a request from a resident in the Waterton subdivision requesting that Lot 27, Block 1, Plan 8021891 be designated as municipal reserve land.  This land was previously designated municipal reserve until 2003, when Council removed the designation. 

Background on removal of the MR designation -  

  • The parcel was originally Lot 27MR when the subdivision was developed in 1980.
  • On September 20, 2002, it was brought to Council by the local councillor that this lot should be sold and someone could build on it, increasing residents living there which could possibly decrease the vandalism that had been occurring.
  • At the November 12, 2002 Council meeting a motion was made that administration check into registering a restricted covenant with a condition that  a house is to be built within a certain amount of time.
  • At the December 10, 2002 Council meeting, a motion was made to begin the process of removing the Reserve designation status.
  • On February 6, 2003 the County of St. Paul received a new title with the reserve designation cancelled and describing it as Lot 27, Block 1, Plan 8021891

In the years following this de-designation, the County reviewed all its County-owned properties and determined that Lot 27, Block 1, Plan 8021891 was not suitable for sale. Given this previous decision of County Council and based off Administration's review of the file, there is no reason that the parcel cannot be designated at municipal reserve, particularly since it holds potential for recreation and public access to the Waterton subdivision. 

At the February meeting, Council passed a motion that administration bring forward a bylaw to reinstate the Municipal Reserve designation on Lot 27, Block 1, Plan 8021891.  The bylaw required to reinstate the Municipal Reserve designation is attached. 

Amanda Amyotte, on behalf of the Mallaig Ag Society, will be in to speak with Council about funding for their Hockey arena.  She will provide Council with a copy of her presentation at the meeting. 

At the January Public Works Meeting Council discussed a concern from a resident at Lottie Lake regarding noise from a tanker truck parked along Twp Rd 590 and being started early in the mornings.  Council agreed to permit the resident to continue parking along Twp Rd 590. 

 

Neil and Barb Markham, the residents who lodged the complaint, will be in to speak with Council about their decision to allow the resident to continue parking along Twp Rd 590.  

Amil Shapka will be in to speak with Council regarding the landfill approval for the Evergreen Regional Waste Management Services Commission, which is up for renewal in December.   

 

Their questions at this time are: "Is the landfill functioning as intended and more specifically, does it have a groundwater infiltration/leachate problem?".

 

Mr. Shapka will be making his presentation to the Town of St. Paul on Monday March 12th.  

S/Sgt. Corey Blize provided the 2017 CompStat report for the St. Paul Detachment in relation to the Provincial Policing Services Agreement.  The statistics include the County of St. Paul, Saddle Lake, Whitefish and Summer Village of Horseshoe Bay.  S/Sgt. Blize will be in to provide a brief overview of the year to date policing stats for St. Paul County.  As they are all serviced by the Provincial Policing Services Agreement the report does not break down specific community data. 

 

CompStat is a combination of management philosophy and organizational management tools for police departments.  

 

Things to note:

  • there was a 5.6% increase in 2017 compared to 2016 for calls for service.
  • the month of July saw the most occurrences generated
  • Fridays were the busiest day while Sunday had the least

 

S/Sgt. Corey Blize will be in to discuss these stats with Council. 

Anton Bester, Project Manager with Urban Systems, will be in to speak with Council about the tenders for the Lafond Sewage Road and the Mallaig Regional Waterline which were opened on March 6, 2018 in Urban System's Edmonton Office on behalf of the County of St. Paul.

Based on the discussions at the Elk Point Fire Meeting, the committee felt it is time to reopen the agreement the County has with Frog Lake for providing fire service.  The Agreement is dated 2002 and requires updates to fees and in discussions it was felt that it should include the Town of Elk Point as a third party to the agreement, as the fire department is a shared service.  The agreement is attached.

Following the Elk Point Fire Meeting, the committee is recommending that the County and the Town of Elk Point send a joint letter to Alberta Health Services expressing concerns regarding the number of medical first response calls our volunteer fire department attends and the perceived lack of ambulance service to Elk Point and area.  The fire chief indicated that on several occasions volunteer fire fighters are attending to medical assists for period of up to 40 minutes prior to ambulance arriving on scene.  This appears to be due to ambulances away on transfers or only one ambulance in the community at a time.  Concern was expressed regarding the level of service to residents in both the Town and County.  

The Town of Elk Point Council passed a motion to contact the Town of St. Paul, County and Summer Village of Horseshoe Bay to see if there is interest in setting up an Intermunicipal Subdivision Development Appeal Board (SDAB) in accordance with Section 627 of the MGA.

 

Section 627 of the MGA states that a Council must by bylaw establish a SDAB or authorize the municipality to enter into an agreement with one or more municipalities to establish an intermunicipal subdivision and development appeal board or both.  

The first Action under Goal 1 - Governance of the Strategic Plan is "Explore having Annual Meeting for Council to hae 2017 Audited Financial Statements and an overview of the 2017 accomplishments presented to the public".   

 

In 2015 the AGM was held at the Fire Hall in Mallaig, at the Fire Hall in Ashmont in 2016 and in 2017 it was held at the County Public Works Shop.

The AAMD&C Convention will be held March 19 to 21, 2018 in Edmonton.  Registration for the convention is $525.  We are looking for approval for Kaitlyn Kenney to attend.  ACP - Municipal Internship Grant Funding for professional development has been exhausted.

The Genesis Reciprocal Insurance Exchange (GRIE) AGM will be held March 19 from 4:00-5:00 p.m. in conjunction with the AAMD&C Spring Convention. Since the Reeve and CAO cannot attend, we must appoint a proxy to vote on the County's behalf. 

The FCSS Northeast Regional Directors' meeting is being held in Westlock from April 27th - 28th. 

The St. Paul Senior Citizens' Club is requesting a travel grant to be used in 2018.  They used the funds for educational and cultural trips throughout the year.  

The St. Lina Senior Citizens' Club is requesting a travel grant to be used in 2018. 

 

The St. Paul Gymnastics Club will be hosting their annual fundraising event on May 5, 2018 with a Mexican Fiesta theme and are requesting a monetary donation or a silent auction item.

 

In 2015 and 2016  the County donated two powered sites for two nights at the Westcove Municipal Campground to the Gymnastics Club to be used during the current camping season.  In 2017, the County donated two sites for three nights at Westcove for August 4-6 as their request was specific to those dates.   

The Mallaig Minor Hockey Association has received a request from a community member to install Handicap Parking signs in the parking lot North of the Main doors.  They are requesting assistance by providing the 2 signs and also with the installation of the signs. 

 

Total cost of the signs and installation is $100. 

The Lakeland Cross Country Ski Club is requesting permission to erect metal signs of a skier and a directional arrow on existing wooden or aluminum sign posts on Range Road 95 and Township Road 590.  The signs will be on both sides of the approaches to the club trailhead on Range Road 95 before Township Road 584 and on Township Road 590 before Range Road 94.

 

Cost for the 4 signs would be $550.  The requested sign size would be required to be put on wood posts and backed with plywood. 

The St. Paul and District Chamber of Commerce meets monthly and is requesting a member of County Council be appointed to their Board. 

The next meeting will take place on Wednesday, March 14th at 7:30am at Portage College. 

The St. Paul Ag Society is hosting the 2018 High School Rodeo and are once against asking if the County along with the Town of St. Paul would be interested in cooking a steak supper for approximately 200 people on Saturday, April 14.  They require assistance to prepare, cook and serve the meal.  

 

This is the same night as the CAP Fundraiser.

Attached is a letter from the County Library Board thanking Council for their continued financial support.

An email from Tina Warawa, Office Manager Constituent Assistant, requesting support for MP Shannon Stubbs's Motion-167 on Rural crime which is currently before the federal government, was circulated to Council.

Motion-167 read "That the Standing Committee on Public Safety and National Security be instructed to undertake a study on rural crime in Canada and consider factors, including but not limited to: (i) current rural crime rates and trends; (ii) existing RCMP and other policing resources and policies in rural, remote, and Indigenous communities, particularly in relation to population density, policing geographic area, and staff shortages; (iii) current partnerships with provincial and municipal police; (iv) possible recommendations to improve rural crime prevention and to curb emerging crime rates, and that the committee report its findings to the House within six months of the adoption of this motion."

 

Following a reply from Council, an email was forwarded to MP Shannon Stubbs supporting Motion-167, as their was a short turnaround time on this request.

The CPA Conference will be held April 30 - May 1 in Red Deer.  Reeve Upham has expressed interest in attending,
