Fire Chief Trevor Kotowich will be in to talk with council about using the County Public Works Yard as a training site. 

At the April Public Works Meeting, Council requested information on road classifications.  The Management will meet the last week of June to review the 5 to 20 year plan and determine progress made on the plan.  We will be working with out consultant in July to review work done, identify new classification and propose a meeting with Council in August in advance of 2019 Strategic Planning.

The committee interviewed 3 consultants and selected Nichols Applied Management Inc.  Following a meeting with the consultant to discuss the project and reviewing the draft work plan, we found that while many of the activities in the Strategic Planning will still occur - including a readiness assessment, the establishment of a socio-economic baseline, a gap analysis, a SWOT analysis, and the identification of areas for strategic focus, there would not be enough funding to complete the Strategic Plan.  We requested the scope change and it has been approved.  The project will be referred to as St. Paul - Elk Point Collaborative Economic Development Strategic Planning Project - Phase 1.  

 

We are looking for a motion to enter into a contract with Nichols Applied Management Inc.    

The Mallaig Chamber of Commerce is requesting County's assistance to help remove fallen trees in the campsite.  Upwards of 20 trees.  Estimated labour - minimum 2 days.

 

This is a crown lease signed with Mallaig Chamber of Commerce.

Councillor Amyotte is bringing forward the following requests from the St. Lina Ag Society - 

  • They recently installed hookups for RVs - the adjacent landowner is claiming that the hookups were installed on his property.  They are requesting if the County Surveyor can go out to determine if the hookups are on the Ag Society property.
  • they are doing parking lot renovations and are moving an approach to a more convenient location.  They are looking for 2 6-metre culverts and a 16" diameter coupler.

The Elk Point Lions Club has once again volunteered to submit a Community Facility Enhancement Grant application for funding for upgrades to the Elk Point Airport.  They are requesting a letter of support from the County to accompany their grant application.  A draft letter of support is attached.   

 

We are looking for a motion to approve the letter of Support for the Elk Point Lions Clubn CFEP grant application. 

The St. Paul Animal Shelter requires 120 yards of gravel to build up the foundation on their addition to meet the foundation on the quanset.  They are requesting if the County can donate the gravel.  They are requesting that it be delivered this week.  

 

If the gravel is not donated, we will require a motion to sell 120 yard of gravel to the Animal Shelter, as the request falls outside of policy.  

The July Public Works Meeting conflicts with Subdivision and Development Appeal Board Training. 

 

We are looking for a motion to reschedule the July meeting to Wednesday, July 25, 2018.

The St. Paul and District Crisis Association has undertaken a huge expansion project, adding over 8000 square feet to their existing shelter.  They broke ground in June 2017 and the expected construction completion date is June 30, 2018.  When the construction company is done their part, the Crisis Centre Association will work on the majority of the finishing work in the building; furnishings and office equipment; landscape and parking lot work. 

 

They are requesting a donation of 60 yards of gravel for their parking lot delivered to their site.  Their volunteers will take care of levelling and spreading the gravel.
