The Public Works Meeting of the County of St. Paul No. 19 was called to order by Reeve Steve Upham at 10:02 a.m., Tuesday, June 26, 2018 at the County Office in St. Paul, there being present the following:

    to adopt the agenda for the June 26, 2018 Public Works Meeting with the above noted additions.

Fire Chief Trevor Kotowich was admitted the Council Room at 10:00 a.m. to speak about their training site in the Pubic Works yard.  Trevor showed pictures of Phase I of their site and requested permission to add another seacan as phase II of this project.  They would like to stand a seacan on end which will require some prep work to the site.  The seacan will then be welded in place and the exterior will be finished.  Trevor will work with the Public Works staff to complete this project.   

Following his presentation, Trevor left the Council Room at 10:15 a.m. 

 

Further to the discussions at the April Public Works Meeting regarding road classifications, Council was informed that the Management team will meet to review the 5 to 20 year plan and determine progress made on the plan.  They will be working with our consultant in July to review work done, identify new classification and propose a meeting with Council in August in advance of the 2019 Strategic Planning Process.

All Staff except CAO S. Kitz, left the Council Room at 10:16 a.m.

  • Richland road 85% complete. Road tech tentatively July 5th
  • Ashmont landfill waste placement finished and new cell construction started - to be done in August or bumped into late fall.

  • Lafond Waste water road (RGE RD 564) starting June 25

Ken Warholik reviewed road maintenance with Council:

  • Repairing wash outs and culvert/bridge issues. 90% complete
  • Beaver issues ongoing
  • Iron Horse trail drainage and trail issues - Heinsburg mud hole covered by mats last fall.
  • Pot hole repair through out (one patch truck down)
  • Gravel haul to roads and wash outs
  • Sweeping in Ashmont to take place June 25 -29
  • RFP out for pavement repairs in subdivisions
  • Crack filling to start June 25 or 26, weather dependent

Ken Warholik reported on the following:

  • Rip and packing ready for cold mix North and West of Mallaig.
  • Starting up as per attached oil proposals and estimate 2018.

    to put cold mix on 1 mile of Township Road 584, Garneau Road, west of Range Road 95.

Bryan Bespalko presented the list of dust controls completed in each division. 

  • Dust Controls with MG30.
  • Continuing through list weeking
  • Signage for MG30 Spraying
    • when doing any stretch of road longer than 1/2 mile public works will erect signs for a 24 hour period.
    • will look into a general message in the County's weekly advertising radio spots.
  • Private sales
  • Crusher in Richland crush road allowance material.
  • Crushing Chips for chip seal on Richland - testing to be done onsite.
  • Council reviewed the gravel usage sheet that lists the amount of gravel used in each division.
  • Working on sale of sand to Carillion from CN and Batty Lake pit
  • Mulching to start Aug 16th after Migratory bird season.
  • Crews chipping throughout County

    that the County of St. Paul send a letter to Alberta Environment requesting an exemption on simple fixes that are required on boat launches, to expedite the process for fixing boat launches.

Bryan Bespalko provided Council an update on Water/Sewer

  • Ashmont to Mallaig water line - there are two small sections left to do.  On schedule so far.  Dirt Work at Tower Site to be done by July 6th. 
  • Ashmont Truckfill station operational
    • 38 Customers with prepaid accounts
    • May 15 to June 22 - sold 835.5 cubic meters (255 cubic meters was to Saddle Lake)
  • Riverview Water/Sewer
    • Camera sent through the sewer line on July 6th - East line done; west line could not get through.
    • Looked for leaking/cracking lines - they were not too bad.
    • Tanks were done, but could not see much.  Possibility of religning the pipe.

Mark Chileen provided the following update:

  • Tractor trucks purchased. Expected delivery end of June.
  • ½ ton pickup has been delivered, still waiting on the one ton to arrive.
  • Scrapers down for considerable time do to parts issues.
  • Demo on mini tracked hoe’s and loaders
  • Jerrid Ayotte has completed his apprenticeship and now is a journey man mechanic.

Mark Chileen provided the following update:

  • Start delivery of oil
  • Plan to meet in July with the Oil Committee
  • Discussion with CNRL on road tech trial

Bryan Bespalko informed Council that there is nothing new to report.  Still ongoing.

    that the County enter into a contract with Nichols Applied Managment Inc. to develop a Regional Economic Development Readiness Assessment and Capacity Building Plan for the Partnership, made up of the Summer Village of Horseshoe Bay, the Town of St. Paul, Town of Elk Point and County of St. Paul.
