The Public Works Meeting of the County of St. Paul No. 19 was called to order by Reeve Steve Upham at 10:00 a.m., Tuesday, February 27, 2018 at the County Office in St. Paul, there being present the following:

Tony Devlin has been hired as the new Public Works Supervisor.  He is scheduled to start March 14, 2018.

Paul Wanchuk has been hired as apprentice Mechanic.  

  • Riverview Bridge file repair has been contracted to Bridgemen for $82,000; County will supply rip rap and clay. To start in early March.  One lane will remain open while the work is being done. 
  • Lafond Sewage road tendered - closing date extended to March 6 with the completion date extended to September 1.
  • Marcoux road brushing complete piles burning
  • Capp Rd. TWP RD 590 Land acquired and brushing done. Piles burning - will be Sept/Oct. Project
  • Boscombe Road land acquired, brushing complete and piles burning
  • Approach and driveway to Russ Kowtun property started dirt work.  Hidden intersection - signage to be posted.  
  • Richland road, tested depth of gravel on road allowance. Planning to lower the grade through the pit to access more than 50,000 yards of pit run and insure that we don’t limit access to pit run in adjacent pits.  Have located a good clay source in the Havener pit however we would be required to pay by the cubic metre for the clay.  The value of the clay is reasonable as the borrow area is already stripped and would not require reclamation.

    to enter into an Agreement with JMB Crushing to purchase clay from the Havener pit for $1.00 per metre, due to the convenience and location of the clay, which will be used on the Richland Road.

Council discussed the preliminary list of Oiling Proposals and Estimates for the 2018 season totaling 34.5 miles and 54,400 yards of oil.   

Further to direction from Council following the delegation at the February 13 Council meeting, Ken Warholik prepared a dust control costing analysis for cold mix after rip and relay, cold mix after subgrade and granular base and MG30.  Council was also informed that Public Works can do 3 to 4 dust controls per day using MG30 and it will take 2 days per dust control when using cold mix.  Council also discussed the life of the dust control with the different application methods.  Dust controls to be discussed further during final budget.  

  • Still looking for gravel.  Crews will be back at Batty Lake at the end of the week.
  • Agreements secured exploring in North end of county as well as strategic locations along river.  Lac Sante area to provide gravel for Lafond Sewage road.
  • Golden Gate SML expansion in progress waiting on approvals
  • Maintenance on crusher. Preparing tender for cone.
  • Have hired geoscientist from JD Mollard to do a table top exercise to help find gravel deposits.  Testing hoses will be tracked on the GIS System.  

Finishing up in camp lake area.  Snow is too deep and bird season is also limiting further mulching.

  • The Boy Scouts will be using Stoney Lake on Sunday March 4.
  • Summer staff are in place.  Four support staff will be rotating through the parks.

    to deny the request from the Ashmont Ag Society to use the boat launch at the Floatingstone Campground as the half way point for their Ski Doo Rally, and suggest that they look into using the boat launch in the Smithgrove subdivision.

  • Water leaving the plant compared to what is being billed out - staff are looking at shortages and what's causing them.  KTI Solutions will be coming out to look at the meters and determine what upgrades are required with our system to bring them up to date.  Staff will also receive training.  
  • Ashmont to Mallaig water line update
    • Tender to close on March 6 and award on March 16
    • Working on agreement with St. Arnault for tower site
    • Buried trestle – directional drill below and around trestle, still put up guard rails along top
    • Federal funding extended to March 2020
    • Westgreen Alternative Trenchless Solutions Joint Venture submittal 
  • Staff and Council met with the Riverview residents to discuss options for water and sewer services as well as options to pay for it. 

The following tenders to mix cold mix were presented to Council:

  • Black Track Paving - $12.00/tonne
  • Grynn Construction - $15.50/tonne 


Reeve Upham recessed the meeting at 12:00 pm and reconvened the meeting at 12:30 pm with all members present.

Mark Chileen, Director of Public Works, provided an update on winter projects they have been working on:

  • Gravel being hauled to St. Paul and Mallaig yards
  • Gravel hauled to road at Batty lake
  • Winter graveling of roads in strategic locations
  • Shop building maintenance
  • Gravel exploration and acquiring SML on Crown
  • Brushing for planned construction projects

CNRL inspected the oil tanks in the County yard and are comfortable selling oil to store in the tanks.  

  • cost will be $251 per metre plus $30 per metre for delivery
  • additional $30 per metre to haul from the tanks 

Council discussed the rates and decided not to proceed with purchasing oil to store in the tanks for this construction season.

Bryan Bespalko, public works supervisor provided a brief overview on the following 

  • Water Act
    • Received approval for the Lafond Road  
    • Application for Stoney Lake boat launch underway
  • TFA
    • Garner borrow for road
  • SME / SML
    • Application for SML Golden gate pit and Crown land for exploration
  • Bird Survey
    • Rapter season started Feb 15th

Mark Chileen provided a 5 day snap shot of snow removal costs for the storm that started on January 26.  Council discussed the length of time it takes to clear all County roads after a snow storm, the possibility of starting before the storm is over, and budget implications of starting earlier and having to do more than one pass.
