S/Sgt Wade Trottier will be in to provide Council with the Statistical Update.

Andrea and Fred Kucharski will be in to speak with Council about the traffic in the townsite of Owlseye where RR104 intersects RR 103A.  They recently purchased the property and since moving in they have experienced daily several motorists that speed through the existing 3 way yield on RR103A at speeds estimated of 70km and up.  They would like to see the yield signs be replaced with stop signs.

Section 61 of the M.G.A. allows a municipality to grant rights with respect to its property.

The Elk Point Regional Allied Arts Society will be holding a Family Day Weekend Pyroghy Supper on February 15.  During the supper they will be holding a silent auction and asked if Council would consider donating a load of gravel to be auctioned off.  The proceeds from the fundraiser will be used to upgrade their sound and lighting system as well as to assist with maintenance of the hall.

The St. Paul Senior Citizens Club is requesting a transportation grant to help cover their traveling expenses.  The last grant they received was in 2012.

The St. Paul District 4-H Council is once again requesting if Council will host a Beef on a Bun for the District Show and Sale on Monday, June 2, 2014.

We require a motion to ratify Kyle's attendance at the ASB Conference in Medicine Hat from January 28 to 30th.  Kyle was originally booked to attend a different workshop that week, but it was canceled, so he was able to attend the ASB Conference last minute.

Our Municipal Intern, Kyle Attanasio would to attend the following conferences:

-  AAMD&C Spring Convention - March 17-19, 2014 in Edmonton

-  Alberta Municipal Clerks' Conference - April 2-4, 2014 in Canmore - Features sessions focus on bylaw and policy writing, electronic records management and election-related issues.

-  Alberta Economic Developers' Conference - April 9-11, 2013 in Kananaskis

-  SLGM Mountain Refresher Conference - May 13-16, 2014 in Kananaskis - Sessions include ethics, Municipal Law, tax recovery, succession planning, social media strategies, communications and FOIP.

 

** Regarding all conferences: Kyle has allocated resources for these conferences out of his Municipal Intern budget. The grant provided by Municipal Affairs for the first year of the Internship Program must be fully used up by May 1, 2014 or the County of St. Paul will be required to return any unused funding to the Ministry of Municipal Affairs.

 

The Beaver River Watershed Alliance (BRWA) has extended an invitation to attend a stakeholder workshop on February 13 from 9:00 a.m. to 12:00 p.m. at the Bonnyville Centennial Centre.  The purpose of the workshop is to discuss proposed recommendations for a Watershed Management Plan being developed for the Beaver River basin by the BRWA and its partners.

The Alberta Water Wastewater Operator Seminar will be held March 10 - 14, 2014 in Banff.

he 2014 Economic Developers Alberta Annual Conference will be held April 9 - 11, 2014 in Kananaskis.  Registration for the conference is $500.  the conference agenda can be viewed at www.edaalberta.ca.

Councillor Dach has expressed interest in attending the conference.

Dwayne Newby has been hired for the Water and Sanitation Department and it would be beneficial for him to attend the Small Wastewater System Operations course on April 29, 2014 in Edmonton.  It is an introductory course which is designed to assist operators with the operation and maintenance of small wastewater treatment and collection systems.

The 2014 FCM Conference will be held May 30 to June 2, 2014 in Niagara Falls.  Registration for the conference is not open yet, but in 2013 the registration fee was $735.

Mallaig Fire Department held their Annual Meeting and elected Raymond Brousseau as the new Fire Chief and Bryce Bodnar as the Deputy Fire Chief.

 

Ashmont Fire Department will be holding their Annual Meeting on Monday night.  We will notify Council if there any changes to the Chief or Deputy Chief at the meeting on Tuesday.

Section 418 of the M.G.A. requires Council to offer for sale at a public auction any parcel of land shown on its tax arrears list if the tax arrears are not paid.

 

Section 421(1)(a) of the M.G.A. states that the properties must be advertised for sale in the Alberta Gazette not less than 40 days and not more than 90 days prior to the date on which the public auction is to be held.

 

The date for the Public Auction of Lands for 2013 should be set for May 13, 2014 at 1:30 p.m.

Bylaw No. 1573, which is a Bylaw to lease Lot 28ER, Block 2, Plan 8023220 will expire at the beginning of June so administration sent a letter to Mr. Scott to see if he is interested in renewing the lease.  Mr. Scott's POA advised that they are still interested in renewing the lease for another 3 years.  A copy of her letter is attached.

 

Bylaw No. 2014-03 is being presented to Council for approval for a three year lease on Lot 28ER, Block 2, Plan 8023220.

 

Section 676(1) of the M.G.A. allows Council to lease an environmental reserve property for a term of not more than 3 years.

 

This Bylaw must be advertised in accordance with Section 606 of the M.G.A. and a public hearing must be held in accordance with Section 230 of the M.G.A.

Following the Regional Emergency Management Meeting with the Town of St. Paul and Town of Elk Point, I contacted Municipal Affairs and they indicated that a Regional Emergency Management Plan would be a good Regional Collaboration Grant project.

 

The Town of St. Paul and the Town of Elk Point passed a resolution to participate in the application for the Regional Emergency Management Plan Project, submitted by the County of St. Paul under the Regional Collaboration Grant component of the Regional Collaboration Program.  We now require a motion to apply for the grant and for the County of St. Paul to be the managing partner.

We have received a letter from the Minister of Municipal Affairs confirming that the Town of Hanna has been approved for a grant of $249,000 for the Eastern Alberta Trade Corridor Investment Attraction Initiative.

Woodlands County sent a letter to the Province urging them to reinstate funding for the repair, replacement and maintenance of bridges and culverts.  They are requesting municipalities to send a letter to the Minister supporting their quest to have the funding reinstated.

Attached is a letter from the Summer Village of Horseshoe Bay thanking Council for the services they provide.  They have also asked that the County contact them if we have any other programs or projects that require collaboration with another municipality to be eligible for funding.

The next six road cancelations are requests from Albert Rachynski.  As Albert has sold his business, he will be working on closing all his old files before he leaves and this is the beginning of the process.  These road cancellations are all straight forward, and in some cases, the process was started years back but never completed.  These are all roads that were rebuilt and the old road was not canceled.

 

Crystal St. Arnault will be presenting more proposed road closures at the February Public Works meeting so Council can review them in case there are any objections to them being closed.  If there are no objections, then they will be presented at the next Council Meeting so a resolution can be approved for each road closure.

 

The first road being presented for cancelation is Road Plan 58AG in NW 22-58-11-W4 and SW 27-58-11-W4.

 

Section 24 of the M.G.A. allows Council to close and cancel any part of a road described in a surveyed road plan if it is no longer required for use by the travelling public owing to the existence of an alternate route.

Road Plan 2234ET in SW 25-60-11-W4 and NW 24-60-11-W4 is being presented to Council for cancellation as a new road was rebuilt and the old road was not cancelled.

Road Plan 3196NY in NW 20-56-8-W4 and SW 20-56-8-W4 is being presented to Council for cancellation as a new road was built and the old road was not cancelled.

Road Plan 3280HW in NE 21-56-9-W4, NW 22-56-9-W4, NE 28-56-9-W4 and SE 28-56-9-W4 is being presented for cancellation as a new road was built but the old road was not cancelled.

Road Plan 5570NY in NE 7-57-10-W4 and SE 7-57-10-W4 is being presented to Council for cancellation as a new road was built and the old road was never cancelled.

Road Plan 8921089 in NW 10-57-7-W4 is being presented to Council for cancellation as a new road was build and the old road was never cancelled.

Further the discussions at the Public Works Meeting, attached are the updated lists for the Road and Bridge Construction.  We cannot hold off on the engineering for some of the bridge files but we can hold off the tendering for replacement until government funding is available.

Attached is a list of equipment that the Public Works and ASB Departments have determined is no longer required and would like to sell.

A five-year Sand and Gravel Agreement for PNW 36-56-7-W4 containing 108.81 acres more or less is being presented to Council for discussion and approval.  This standard agreement will commence February 3, 2014.

The FCSS Department is requesting that before Council makes a final decision on the existing Ashmont Fire Hall, they allow the FCSS Department to explore the building's viability for a youth centre.
