Working with Urban Systems on design and approvals for Lac Bellevue

Water run off Mallaig and Ashmont (seasonal issue)

Attached is a Wild Boar Agreement with the Province to work together to control the wild boards in the province.  Ten Counties have already signed a contract with the province.  

 

Keith Kornelson, Agricultural Fieldman, will be in to speak with Council about this agreement.    

 

Administration is recommending to enter into an agreement with the Province of Alberta for the Implementation of Wild Boar Containment Standards under the Agricultural Pests Act.

Public Works and ASB have been dealing with several drainage issues throughout the County.  We will provide Council with an update of those issues and the steps that have been taken.

Tender for Lafond Transfer Station awarded to Kitchton Contracting Ltd. for $1,135,900. 

We have received an email from the CAO with the MD of Bonnyville  expressing their concern with the traffic triangle at the intersection of Hwy 41 and 29.  Some of their Council are of the opinion that we should be lobbying the provincial government for a traffic circle in that area, as it would enhance for everyone shipping grain and other commodities through that area.  As the intersection is within our municipality, they are requesting if the County would be interested in taking the lead on lobbying the provincial government for a traffic circle at that location.  

The Elk Point Regional Allied Arts Society received a CIP grant for $24,000 for LED Lighting upgrades, staging upgrades and new drapery.  They are requesting that the County contribute $12,000 (25%).  The Town of Elk Point has provided $2,500 from their MSI funding.  The Allied Arts will be requesting that the Town contribute another $9,500 for a total contribution of $12,000.

 

In September the Allied Arts Society requested funding for the lighting and Council made a motion to table the request and in the interim administration was to look into the availability of grants for the project.  

 

In the Strategic Plan - Goal 14 - Library/Culture Action item 4 - Assist Allied Arts if successful for grant to upgrade lighting to LED.   

 

Administration is recommending to provide the Elk Point Regional Allied Arts Society with $12,000, being 25% of the total project.

We have received a request from Regional High School for sponsorship for five students who qualified to compete in Carpentry, Welding, Hairstyling, Baking and Culinary Arts at the Skills Canada Alberta Provincial  Competition in Edmonton from May 9 - 11, 2017.

 

This request does not fall within policy, therefore it is being presented for Council consideration.

 

In 2015 Council approved $200 for a student from Mallaig School who attended the Skills Alberta Canada Provincial Competition in Culinary Arts.    

 

Based on the previous donation to Mallaig School, administration is recommending to approve a $1,000 grant for Regional High School to help offset the costs of sending five students to the Skills Alberta Canada Provincial Competition in Edmonton.

Administration has received requests for maps and information about residents in electoral divisions.  Administration is looking for direction on how much to charge for this information? do we charge for this information?  All information will be provided as per FOIP regulations. 

The Canada 150 2017 Voyageurs Rendezvous Canoe Race which starts at the Rocky Mountain House National Historic Site on June 29 and finishes at The Pas, Manitoba on July 23, will be coming through Elk Point on July 7th.  

 

They are looking for a camping area for 300-400 people with washrooms, picnic tables etc.  The Town of Elk Point Council is looking into providing camping areas.  The Town has informed the local Chamber of Commerce, RCMP and the Elk Point Library.  

 

Does the County want to be involved?  Pay for a lunch for these visitors?  FCSS has indicated that they can bring out the Co-op trailer and provide summer students to serve hot dogs, hamburgers, Beef-on-a-Bun?  

We have a doctor moving from St. Paul to Elk Point.  The County has allocated $5,000 for Elk Point Dr. Recruitment for moving expenses.  The Town of Elk Point has not allocated any funding for doctor recruitment.  The Town is requesting if we can use the $5,000 that the County has allocated for doctor recruitment to assist with the move.

 

Administration is recommending to pay the moving expenses.

Rob Duffy will come speak to Council regarding the Fire Smart Initiative and provide information as to how the program can be implemented in the County.

The Mallaig Curling Club has been approved for a CFEP grant of $98,284.  In January, the County provided a letter of support for their grant application.
