At the March 27 Public Works Meeting, Council discussed increasing royalty fees for private pit run, however there was no motion made following the discussion.  

  • Seasonal crusher crew started April 2nd
  • Most seasonal staff to start April 30th
  • Shop hours changed for summer 7am to 4:30pm as of April 16th
  • Garner Road padding over low areas completed (approx 1 mile). Started on Alta gas line move.
  • Bylaw change request for signage change at intersection of TWP Rd 564 and RGE Rd 74 from four way stop to a two way stop with stop signs on the TWP Rd only
  • Bylaw change request for speed limit change to 50km/hr for RGE Rd 74 from Highway 646 South to TWP RD 562
  • Considering changes to the Road Use Agreements - 3 strike rule
  • Tender for chip seal on Richland road
  • All proposed projects have been brushed, burned and scanned for hot spots.
  • Working to get everything prepared for construction such as acquiring land for borrow, TFA’s, water act approvals, utility moves ect.
  • Met with all departments and set up a schedule for construction projects and equipment needs.

Councillor Amyotte requested public works to provide a cost estimate to upgrade/oil the seven miles of Township Road 614 between 866 and 867.   He would like this to be part of the 2019 strategic plan discussions.  The cost estimate is attached.

  • Council to decide types of dust controls options (MG-30, Oil, chip seal).  Public Works will be bringing costs to the meeting for council to review again with staff.

 

  • Gravel exploration. Tested in 17 quarters and found nothing usable
  • Agreements secured exploring in North end of county as well as strategic locations around Lac Sante area to provide gravel for Lafond Sewage road.
  • Golden Gate SML expansion in progress waiting on approvals
  • Crusher at Miller pit screening out sand from ¾ gravel crushed before we had Jaw Screener. Crusher will move to Richland next to crush out road allowance before construction starts.
  • Finished hauling 13000 yards of gravel to Mallaig for cold mix.  Hauled 4800 yards of ½ inch to Black Track yard for cold mix patching material. Will continue hauling to shop from Richland. See attached gravel usage spread sheet.
  • Looking for motion to increase royalty for private land pitrun as per budget

Parks staff will commence work April 23, 2018.  We will be accepting camping reservations as of May 1, 2018.  Parks will be open May 17, 2018.

 

  • Ashmont to Mallaig water line update
    • St. Arnault Offer to Purchase is signed for tower site
    • Beretta started moving in equipment for waterline project. Start-up meeting last week

 

  • Purchased three 160 Cat graders (Sold three 14M graders back to Finning)
  • Purchased New steamer.
  • Tractor trucks purchased. Expected delivery…
  • Two Pickups ordered, expected delivery is June
  • Front mount mower ordered
  • Changing over sand trucks to gravel trucks and removing wings off graders
  • D7 Engine replacement
  • Scraper transmission issue
  • Along with these highlights CVIP inspections and regular minor maintenance has been on going, keeping shop quite busy.

 

  • Request to send two mechanics to Failure Analysis training through finning.

 

  • Alberta transportation has requested to store emergency sign boards in our yard.  They are currently stored at Carillion's yard.
  • Salvage wood from CNRL delivered to shop for County campgrounds
  • Meeting planned with CNRL foremen to assess road conditions

Dennis Cameron, with the Spring Park Hall, has contacted the County and indicated that they would like to turn the hall and the property it sits on over to the County.  They are no longer an organized society, however he has contacted all former members of the Association and they are in agreement with the County taking over the property.  

 

We have contacted Land Titles and in order for the County to take the property over, a former member is required to sign the transfer and it must be sealed with the association seal.  Mr. Cameron has indicated that they do have an association seal.  

Cork Hall will be adding a ramp on the south side of their hall to make their building wheelchair accessible and installing a wheelchair accessible washroom.  The wheelchair regulations require that the ramp exit onto a smooth surface but the south side of the building is currently grass and gravel.  The Cork Hall members are requesting that the County provide oiling on the south side of Cork Hall.  

Cork Hall will be celebrating their 70th Anniversary and are requesting a $1000 donation for their celebration.  

 

As per Policy ADM-47, donations of up to $1,000.00 will be provided to approved organizations. 

 

Previous donations for Community Organizations have been $1000 for 100 year anniversary for St. Vincent and St. Lina.  

The Alberta Energy Efficiency Alliance (AEEA) is holding a Summit on May 16 & 17 in Calgary.  The summit is designed to offer delegates a forum to learn, network and receive insights into the latest trends in energy efficiency.  Registration is $400.

Councillor Wirsta has expressed interest in attending this summit. 

In 2014 the County entered into a Memorandum of Agreement with Alberta Transportation, for the Transportation Routing Vehicle Information System Multi Jurisdiction (TRAVIS MJ) which was designed to provide municipalities with a modern permit database tool which provides the ability to easily approve/deny permits issued by the Province for travel on roads under their authority and to facilitate the sharing of permit revenue between the province and the municipalities.  The agreement will expire on May 6, 2019.  As per Section 2.2 of the Agreement the Municipality has the option to extend the Agreement for one additional term of five years, with no less than six months and no more than 12 months written notice to the Province prior to the expiry of the Term.  The original agreement is attached.

At the April 10 Council meeting, Council approved Reeve, Steve Upham to attend the Municipal Leaders Forum for the Lakeland Communities Health Advisory Committee.  At the Urban IDP Open House in Elk Point on Thursday, April 19, Mayor Lorne Young approached the County representatives asking to have a County representative from the Elk Point area represent Elk Points interests at this meeting.  He followed up by sending an email making that request.  Kevin Wirsta indicated that he would be able to attend this meeting.

The County was approved for a grant from FCM to continue work on our Asset Management project.  The work commenced in 2017 and is now complete.  Golnaz Azimi and Christina Hopkins from Urban Systems will be here to present the work to Council that has been completed by our Asset Management Committee working together with Urban Systems using funds from this grant program.  We worked on Level of Service for our infrastructure.  We also did some work on Risk Assessment in some of our departments.  We have asked them to present at 1:00 p.m.

Allan Tkachyk would like to brush a small amount of trees on the quarter section that he leases from the County where the Ashmont Transfer Station is.

Sonny Rajoo is the Editor of the Northeast Alberta Ag Advisor which is a monthly publication featuring trending agricultural news stories from across north Eastern Alberta along with political news as it pertains to agriculture.  The publication will be distributed at no cost to farmers and businesses within the counties of Lamont, Minburn, Smoky Lake, St. Paul, Two Hills and Vermilion River.  

 

They are seeking advertisers for their premier issue.
