The Public Works Meeting of the County of St. Paul No. 19 was called to order by Deputy Reeve Maxine Fodness at 7:00 p.m.

    Pamela Walters, Tim Mahdiuk, Mark Chileen, Ken Warholik and Tony Devlin left the meeting at 8:02 p.m. 

    Sheila Kitz and Phyllis Corbiere remained to provide information to Council as requested.

    Tim Mahdiuk entered the meeting at 8:15 p.m.

Council discussed the request from Saddle Lake Cree Nation regarding crushing gravel.  Public Works will contact Ken Large to see what they have for gravel and discuss their request further.

Tony Devlin, Public Works Supervisor, reported on the following:

  • Looy (Twp Rd 582 East of Hwy 36) - grade has been raised through slough area.  Gravel has been added.

Council discussed the winter projects:

  1. RGE RD 110 North of 646 - Borrow pit secured; Waiting on approval from Alberta Environment
  2. TWP RD 580 West of RGE RD 101 1/2mile - Designed and borrow pit secured; Waiting on approval from Alberta Environment,
  3. RGE RD 92 North 594 - Waiting on Alberta Environment approval,
  4. RGE RD 43 North of TWP RD 570 lower grade and install culvert - quote to bore was too high, 
  5. Brushing at Lac Bellevue camp site expansion before March 15th

Ken Warholik reported on the following:

  • Mulching ROW’s, MCS net tower site for water line.  Will continue until February 14th.
  • Winging ditches. Difficult year for graders peeling up grass due to lack of frost.
  • Hauling sand from Kinjerski pit to transfer station for future pickling.

Tony Devlin reported on the following:

  • Working on Cold mix design specific to aggregate in the pit.  
  • Tender for mixing up to 70,000 tonnes of cold mix going out next week.

Mark Chileen reported on the following:

  • JMB unable to replace gravel they took from the CN pit with gravel from their Fork Lake Pit.  To honor their contract, they will move gravel to the Batty Lake Pit.  Will be done by the end of March 
  • Golden Gate Pit - waiting on approval.
  • Ken Gogowich is leading further gravel exploration.  They haven't found anything significant yet.

Danny Weinmeier reported on the following:

  • Presented Council with a summary reporting water consumption/loss.
  • Continuing to replace meters.  

Lafond waste transfer station operational

  • Meter tested and is communicating well with the office.
  • Haulers beginning to use it.

Nothing new to report.

  • Wheel bearings on 14m Graders are failing and they are off warranty. Public Works is working with Finning to pressure Cat for some assistance as this is a common problem with these graders.
  • Road use with Secure to help fund repairs. They have been invoiced.
  • Plans for road construction in 2019 with CNRL - RGE RD 61 North of Willow Range Road down to river flats and TWP RD 555 East 1 mile off Northern Valley Road.

Mark Chileen provided an overview:

-  First Nation Consultation

  • Recent meeting with Government - Proposed changes to have more projects requiring FNC.

-  Water Act

  • For winter projects - TFA
  • Meeting scheduled with Alberta Environment Feb 1st to discuss upcoming projects around water courses.

Brushing has been done at Lac Bellevue.  There is room to develop 6 stalls.  MCSNet will put up a tower for WIFI at Lac Bellevue.

JimCor is done boring the power at Floatingstone.

Chipping will be done in Crestivew to make it safe until the spring when it can be brushed completely.

    that Public Works look at the flow of water from SE 13-58-10-W4 in the Spring and if it's not damaging County infrastructure then the County will not enter onto the land to clear the drainage ditch, as requested by the landowner.
