At the August Meeting, Council was presented with Bylaw No. 2017-25, a bylaw to repeal Bylaw No. 2015-01, Community Aggregate Payment Levy Bylaw.  Bylaw No. 2017-25 did not receive unanimous consent to be considered for third reading, as per section 187 of the MGA and therefore could not proceed to third reading.  Bylaw No, 2017-25 is being presented at this meeting for third reading. 

Ardith Francis, Secretary of the Edmonton New Church Society who own PNW 35-59-11-W4, will be in to request to connect to the Ashmont water distribution line.  They will also be requesting that Council consider a 50/50 split on this project, amortized over 20 years.  

The Elk Point Grandparent Celebration Committee held their Annual Grandparent's Day Walk on September 10, 2017.  Residents in Elk Point and the County of St. Paul collected pledges to raise money for the Heritage Lodge Auxiliary for operational costs of the Handi-Van Bus and for activities for seniors residing in Heritage Lodge, Buckingham House and Fort George Manor.  

 

The Committee is requesting a donation to assist with their celebration.

 

The County has provided a $200 donation for the Grandparent's Day walk since 2012.

The Elk Point Golf & Country Club requested that the County donate 40 yards of cold mix to grade more of their cart paths along their golf course.  

The Mallaig Ag Society and Mallaig Minor Hockey Association are requesting $50,000 to cover the costs of expenses essential for the operation of the arena to start the hockey season  - repair the heating coil in the pit, fix their hot water issue for ice making and repair the boards.  If funds permit, they will also modernize the washrooms in three of their dressing rooms.  

 

The were unsuccessful with their Agristability grant application but are looking at other grants or fundraising opportunities.  They are also open to a short term loan, as the repairs need to be completed before the hockey season starts.  

 

As per section 265 of the MGA - A Municipality may only lend money to a non-profit organization if the loan is authorized by Bylaw.  The bylaw authorizing the loan must be advertised. 

Municipalities that have a trestle or bridge along the Iron Horse Trial have been requested by Muni Corr to include a clause in their Fire Protection Services Bylaw regarding a setback for open fires near the trestle or bridge.  This proposed wording is consistent with the wording used by the MD of Bonnyville.  

 

Bylaw No. 2017-27 is being presented to Council to amend Fire Services Bylaw No. 2017-08 to include the following clause under Section 7.7:

No person shall set, permit, maintain or operate an open fire or burning barrel at any time of the year within one hundred (100) metres of a trestle or bridge structure located on the Alberta's Iron Horse Trail. The person who set, permitted or maintained such an Open Fire or burn barrel shall extinguish the fire immediately upon the order of a Fire Guardian or his designate.  If the person who set, permitted or maintained such an open fire fails to comply with an order to extinguish, the fire services may extinguish the fire and recover the cost of extinguishment form the person in accordance with the Fee Schedule Bylaw.  

Bylaw No. 2017-02 was given first reading at the February Council Meeting.  The bylaw authorizes Council to incur indebtedness by the issuance of a debenture in the amount of $720,120 to bring water supply to the Hamlet of Mallaig.  The Bylaw was not advertised after first reading as Alberta Transportation thought that we may have to amend it due to funding changes.  At a meeting with Alberta Transportation on July 26, administration was informed that the dollar figures used in Bylaw No. 2017-02 are good, so we can proceed with the bylaw.    

 

Bylaw No. 2017-02 was advertised in the St. Paul Journal and Elk Point review the weeks of August 15 and 22, 2017.  

 

As per section 231 of the MGA, electors have 15 days from the date of the last publication of the notice, to petition Council for a vote on the money bylaw.  This 15 day time period has lapsed and we have not received any feedback from electors.  

 

After the Bylaw receives second and third reading there is 30 days for the public to appeal the decision through the courts.

The Reverse Osmosis Unit that was used in the Ashmont Fire Hall is no longer required there.  We had planned to move it to the Mallaig Fire Hall before we knew about the water line extension.  And now, the cost to automate the existing system to accept the RO unit is no longer worth it, as the whole system will be have to be replaced with the new water line.  

The Ukrainian Catholic Cemetery is looking for help to acquire proper permits, supplies, as well as resources to rectify the water table situation at the cemetery.  They would like to trench the perimeter of the cemetery to avoid drainage into the cemetery and put a manhole in the center of the cemetery with a drain pipe to Highway 29.  They have the pipe but would need connectors and a manhole mechanism.  They will also need help to trench in the pipe.

Swimming Pool Operator Level 1 course which includes water circulation/filtration, basic chlorine and salt water chemistry, water balance, pool diseases and water testing, will be held October 19 & 20 in Edmonton.  Registration for the course is $412.  Administration is recommending that Kevin Maksymyk, Parks Manager at Westcove, take the course to help him with the operations of the spray park.   

At the October Organizational Meeting, we will need to appoint members-at-large to the following committees.  Committees appointed for a four year term are denoted by *.  The Library Board is a three year appointment as per Libraries Act.

Comprehensive course will provide a better understanding of HST/GST issues facing public sector bodies.  Registration is $695.  Course is done online.  

Requesting approval for Gina Laramee and Darlene Smereka to attend.

October 30 - November 2 in Sherwood Park .  Registration for the course is $1100 per person.  Requesting approval for 2 people to attend.
