Seasonal Staff have started.

  • Crusher finished at Miller pit screening out sand from ¾ gravel crushed before we had Jaw Screener. Results in sieve show that we removed a high percentage of clay and sand.

Councillor Wirsta has requested to revisit the 20 cubic yard limit that the County will deliver to residents.  He was under the impression that if residents wanted to pick up their own gravel they were allowed to do so without being limited to the 20 cubic yards.  

 

Based on the current wording of the Policy, 20 cubic yards is the limit per rural address or approved development permit annually.  This would require a policy change.

    • Beretta fusing pipe (~5km fused already)
    • Drilling planned to start this week (4 drilling crews)
    • On schedule so far, no issues.
  • Ashmont Truckfill station operational. Accepting credit card payment as well as residents setting up accounts.
  • Lafond Sewage Transfer Station
    • Working with USL and County of Two Hills on fee schedule for users.
    • Scheduled to open after road construction is completed.
  • Riverview Water/Sewer
    • Meeting with K+S Windsor Salt about Riverview water/sewer last week. No money in their budget until 2019-2020.
    • Working on options for replacement of services
    • Meeting with residents May 29th
  • Tractor trucks purchased. Expected delivery end of June.
  • Two Pickups ordered, expected delivery is June.
  • Wobble packers purchased
  • Front mount mower received.
  • Scraper transmission issue resolved. Wrong transmission sent. Down until end of the month.
  • Along with these highlights, CVIP inspections and regular minor maintenance has been ongoing, keeping shop quite busy.

Tenders for Chip Seal for 2 miles on the Richland Road were opened on May 4 at 2:00 p.m.:

  • Ant Construction Ltd - $172,800
  • ACP Applied Products - $198,888
  • Westcan Sealcoating Inc. - $157,166

Public Works Staff reviewed the tenders and applied the criteria to them.  

Sheila has had discussions with the RCMP regarding partrolling around the subdivisions during the summer months.  Part of the discussion included enhanced policing with an RCMP member dedicated to areas as determined by Council. 

 

Staff Sergeant Blize has indicated that to have one member working overtime during the remaining July, August and Sepember long weekends consisting of 60 hours total will cost approximately $5100.  This would consist of 2-10 hour shirts per weekend and likely from 2 pm to midnight to maximize on visibility of patrols within the lake communities and campgrounds.  In order to do this, we must submit a written request for Enhanced Policing.   A Memorandum of Agreement would then have to be entered between the County and the Province for the RCMP to provide Option 2 enhanced policing.  Their client services officer will assist with any required contracts with the Province.

  • Option 1 enhanced policing is a full time RCMP member.
  • Option 2 is funding for enhanced policing on overtime funding

The Alberta Government released the draft methane regulations for public consultation from April 24 –May 28. This public consultation is online only – formal feedback can be made via online comment forms and feedback forms.

 

CNRL is pleased with the improvements to the draft regulations that reflect consultation discussions with government, but  there are still areas to be addressed in order to arrive at regulations that will achieve the 45% reduction while protecting jobs and investment.  Canadian Natural continues to participate in the process constructively – advocating for the common sense, outcome based approach to the 45% reduction (from 2014 levels) developed collaboratively with industry partners through CAPP that will protect jobs and investment. Industry is well positioned to meet this target because of the substantial progress they have already made – for example, Canadian Natural has reduced methane emissions by 71% from 2013-2017.

 

CNRL is encouraging municipalities to participate in the public consultation process and inform the Alberta Government and the AER of the County's concerns with the draft regulations and how it will impact jobs and future investment.  A sample feedback form that reflects Canadian Natural’s assessment of areas for improvement is attached.

 

Alberta HUB Executive Committee met and approved the attached draft letter regarding the proposed changes.  Alberta HUB is recommending that each member review the letter and send a letter expressing their concerns with the proposed changes.  

 

Also attached is information provided by Devon Energy.

The Boscombe Community Centre Association is applying for a Community Initiatives Program grant to replace the roof and the lighting in the hall.  They are applying for 50% of the project.  The total project is $48,000.  

 

They are requesting if the County will fund 25% of the project - $12,000 and provide a letter of support indicating the financial commitment.  The Boscombe Community Association will contribute the remaining 25% of the project. 

The new owner of the Mann Lakes Golf Course is requesting a grant in the amount of $6938.91 to help offset some of the operating expenses, much the same as Council had provided for the previous owner.  This will allow them to continue offering free golfing for children under 10.

As a result of Accurate Assessment doing their general assessment, the owner of Lot 4, Plan 0024441 in SE 20-62-10-W4 (Division 6) received a letter from the County, advising that he is required to apply for building and development permits for two additions to the mobile home, as per the requirements of the County Land Use Bylaw.  Cost of the permits will be $477.

 

The landowner has indicated that he started rebuilding his property in 2006 and completed it in 2009.  He is shocked that he is being requested to apply for permits 10 years later and is not in a financial position to pay.  He is requesting that the requirement for permits be waived.  

Malcolm Convey on behalf of the Blue Bird Beach (BBB) Association is requesting assistance from the County with their garbage maintenance. 

 

They have a site for a 6 yard bin on property owned by the BBB Association that was built and maintained by their association in the past.  They are aware of the County's rental rate of $102.60/month for weekly pickup for a 6 yard bin.

 

The BBB association is requesting if the County can support them with their garbage concerns for the summer months.  They have proposed three options:

  • County places and services a 6 yard bin at their site for the summer months (June to Sept) at no charge
  • County places and services a 6 yard bin at their site for the summer Months (June to Sept) at a reduced rate.  50% of rate plus no delivery charge
  • County places and servies a 6 yard bin at their site for the summer months (June to Sept) at the full rate.

The Ukrainian Catholic Cemetery is requesting if the County could remove the pile of clay that has accumulated by their fence.  They are also requesting the delivery of 2 loads of black dirt to use for their plots, to be delivered with a smaller truck.
