At the July 6 Council meeting, Council heard from a Lac Sante resident who requested that two of the four bins currently located at Harbour Park be relocated to the Environmental Reserve lot in the Labrecque subdivision.  The request was tabled for more information.

 

As per the Section 671(1) of the MGA, Environmental Reserve must be left in its natural state OR used as a public park.  However, via bylaw, Council can change the use to that of not a public park or natural state, as per section 676(1) of the MGA.

 

Land Use Bylaw No. 2013-50, allows for development on ER if it serves the interest of the general public.

 

Reserve Land Management Policy (DEV93) states that no development is allowed on ER but sometimes allows paths, parks, dock storage and boat lift storage. It must also be for public use (waste storage sites not on the list).  We also have policy DEV-56, County Structures not Requiring a Permit Policy which states the County does not issue the County a development permit, we notify area residents.  Residents are given 14 days to comment/appeal the proposed development.  There is no charge for the appeal. 

 

We can put a bin on ER if we pass a bylaw and then notify the area residents. This is a similar process to what we did last time when the bins were proposed to be moved to the end of the road in Labrecque Estates.

We have received this request from the Secretary for the Vermilion Beach at Laurier Lake:

Further to our Annual Meeting the issue of the difficulty of launching boats at Laurier Lake was raised.

  • The launch turn around near Ernie’s Beach is full of potholes so could do with gravel fill and grading.
  • The launch between Bluebird and Gregor is too sandy and wet so vehicles get stuck dropping off boats, it needs gravel fill. (By the way the dock for the public is really nice)
  • The launch road at Vermilion Beach is overgrown and needs gravel fill.

We have received a letter from the County of Vermilion River advising that they have endeavored to obtain the necessary easements for us to upgrade Range Road 53, however they will not share the estimated cost of $50,000 to upgrade the road to County standards.  

Administration is recommending amendments to the Application form for new Water and Sewer Connections, to address the Smoky Lake Residents who will be connecting to the water line from Spedden.  After these rates are approved, they will be added to the Fee Schedule Bylaw and we will bring the Bylaw to the August meeting for approval.  The proposed amendments are:

  • New Water Service Connection - add wording "to Distribution Line"
  • Add "New Water Service Connection to Regional Transmission Line $1,000 (plus all associated cost for parts)"

A Town of St. Paul resident purchased the voucher for one load of gravel at the St. Paul Elks Radio Auction.  She claims that when she purchased the gravel she was unaware that it had to be delivered as per County policy PW-59 and is requesting that it be delivered to her residence in Town.  Does Council want to make an exception and allow the gravel to be delivered in Town for this one time only?  We can also change the wording on the certificate we provide the Elks and request that they emphasize that it must be delivered in the County.

The St. Paul Ag Society has expanded their facility over the past year and in order to finish up they require gravel on the west side of their building.  They are requesting a donation of approximately 60 yards of 3/4" crush road gravel delivered.  

The Elk Point Emergency Services committee will be holding their 18th annual Golf Tournament on August 25.  They are looking for cash donations, silent auction items, gift certificates and door prizes.  To enter a team for the tournament, a minimum of a gold donation $500 - $1,299 is required along with the $100 per golfer registration fee.  

We have received a request for a door prize for the August 26 IHT Trail Celebration Event.  The are expecting approximately 400 people - trail stewards, municipal representatives, government officials, stakeholders and trail advocates.

We are requesting direction on sponsorship for Provincial Baseball, as it falls outside of the scope of policy ADM-51:

The U13 PeeWee Boys Baseball team attended Provincials in Trochu from July 7-9.  They received $500 as per policy ADM-51.  They hosted a provincial tiering weekend the beginning of July and are requesting additional funding to host this tournament.

 

The "A" Mosquitos also hosted a tiering weekend and attended a provincial tournament away.  They received $500 as per policy ADM-51.

 

The "AA" Midget Storm attended a tiering weekend and will be hosting the provincial tournament.  They have been provided with $1,000 to assist with hosting the provincial tournament.
