Motion:

  • Administration is recommending to award the contract to Shamrock Valley Enterprises.
  • Repairing culverts/drainage issues. Mallaig HWY done accept pavement.

  • Pavement repairs starting in Parkland
  • Crack filling near complete in subdivisions. No other roads planned

93,000 yds gone through and 80,000 yds stockpiled

  • Emcon invoiced for 10,100 Tonne of sand as they have taken over Carillion
  • Working with Emcon to ensure Carillion deals for sand sales and purchases made are upheld.

  • Lac Bellevue Approval extended until 2019
  • Well in Lower Mann next to road to be abandon.   (Researching Procedure)
  • Drainage over sidewalk in Mallaig. Waiting for Star Concrete to complete work.

  • Clean up notices in Ashmont
    • Grass cutting completed
    • Lot 4018 (Laboucane) nothing done. 2 ATCO trailers and a trailer addition there along with scrap metal and building supplies. No response to the letter. Looking for direction.
    • Lot 4020 (J. Sydora) old bus, motorhome and trailer addition still there. Everything else cleaned up
    • Lots 4130 & 4131 (Grieves) nothing done. Busses, campers, motorhome, vehicles, scrap metal, building supplies outside. Buildings need to be demolished. Landowner deceased and no claimants to the property. Looking for direction. 
  • Discussion on Water Newsletter in advance of Mallaig water connection.

Ashmont to Mallaig water line update

  • Change order to eliminate emergency shower and communication building from substantial completion list as these items are not necessary for commissioning and delayed from the manufacturer
  • Alternative plan to supply power to tower site has been made. Coming along the road with an improved superstructure for the line, avoiding the wetland  

Lambourne doing sludge survey at Mallaig Lagoon. Will give a time schedule for removal after survey is complete

Riverview Water/Sewer

  • Water leak in Riverview at abandon house repaired
  • Demo continuing on mini tracked hoes.
  • Selling, at Michner Allan Auction Sept. 13, T11 (1995 Kenworth T800) Plate truck with winch, T56 (2008 Freightliner Model M2 106) 5 Yard sand truck with front plow only, no wing and 5 yd. gravel box in summer.
  • T40 (2006 Kenworth T800) Plate Truck in summer Sander and Plow Truck in winter to be sold in November as we have not got replacement ready to go yet.
  • Dave Thompson is going to school for his 4th year

Motion 

  • Recommend that we sell by tender or by auction T-80 which is a 1979 GMC 3ton ex fire truck and only puts on 800km per year.  It’s only purpose is to haul an engine oil suction unit which can easily be placed in a one ton with box. This truck will need six new tires to pass inspection at a total cost of $2400 plus any other work required to pass.

 

  • Request from Floatingstone resident to purchase a section of the old dock sitting in the County yard.
  • Oil Committee Meeting with CNRL was held on Aug 21st to discuss the 2018 schedule for repairs including gravel and cold mix purchased to date by CNRL as well as 2019 plans for repairs and or road upgrades.

  • Bird Survey - Migratory bird season over starting again March 15th 2019

The owner of SW 32-57-10-W4M and the owner of NW 29-57-10-W4 have been in discussion over the boundary of their properties for some time.  Between the quarters is a forced undeveloped road allowance - 575U.  If the undeveloped road allowance is eliminated, the fence between the properties can be on the quarter line.  The road allowance is not required as all the property around this road allowance have access from the West side.

 

If Council agrees to proceed with the cancellation of the undeveloped road allowance it must be done through bylaw.  After first reading, a public hearing will be held and then the bylaw must be approved by the Minister of Transportation before being presented for second and third reading.

A lot owner at Floatingstone Lake is requesting that the County install posts at either end of the walkway to prevent ATV access on the walkway that joins 1st and 2nd streets and 1st steet to the lakefront.  Visitors and residents drive their ATVs on the pedestrian walkways to get to the lakefront and to move around the subdivision.  The residents feel that the ATVs using the walkway is creating a dangerous situation for pedestrians walking or children playing or riding their bikes in the walkway or cul-de-sac. 

 

When looking into this request, administration found that the County does not own the walkway (3R); it is registered in the name of Her Majesty the Queen as represented by the Minister of Public Works.  There have been no changes to the title for any of the reserve land since the plan was registered, which may have been a provision of the Land Titles Act or the Town Planning Act in force at that time.  If Council wants to consider installing posts on this walkway, we would need to contact the Provincial Government and see if those lands can be transferred to the municipality and then the County can handle them in a similar manner to the way we currently handle MR/ER.  

 

Public Works staff have been out to look at the area.

At the April, 2014 Council meeting, Council approved a request to name Range Road 53 starting at Township Road 560 (Northern Valley Road) going north 2 miles "Kalynchuk Road".  Mr. Kalynchuk is now requesting an additional sign to be erected along Township Road 562 (Willow Range Road) pointing south on Range Road 53.  Mr. Kalynchuk is aware that he is responsible to pay the cost of the sign.

At the June 26 Public Works Meeting, Councillor Amyotte provided 2 quotes from the Mallaig Chamber of Commerce to remove fallen trees from the Mallaig Beach Campsite.  Council made a motion that County staff assist the Chamber of Commerce and remove the fallen trees at the campsite, at an estimated 2 days of labour.  

 

We have now received an invoice from Rae Michaud in the amount of $2,240 for removing the trees from the campsite which indicates that the work was done between June 15 and June 24th, prior to the original request coming before Council.   The campsite had to be cleaned up prior to the July long weekend as the campsite was completely booked, so they had to start removing trees prior to the Public Works meeting.  

The 25 year lease agreement with the Mallaig Chamber of Commerce for Lot 1MR, Block 7, Plan 0928675 in SE 25-60-10-W4 (Museum property) expired on May 1, 2018.  A new 25 year lease is being presented to Council for approval.

The current water rate for the Elk Point/St. Paul water line is $2.10.  Effective August 1st the rate will be lowered to $1.77 for the September billing.  This decrease is a result of the Town of St. Paul changing their water rate.

In May 2017, the County was contacted by RMA Insurance regarding some irregularities in our insurance coverage, specifically the Elk Point Further Education Council. The Council had Bond and Crime coverage through the County, but did not have property or general liability coverage. Upon further research, it was determined that the Council has three different insurance policies with three different insurers; RMA Insurance expressed that this is not ideal as, in the event of a claim, the insurers would likely debate who should pay out the claim. The decision was made to consolidate all the Council's insurance policies under one insurer. Since the Council was located in Elk Point, the County contacted the Town and began the process of consolidating insurance through the AUMA's Reciprocal MUNIX. In April 2018, the Town of Elk Point notified the County that MUNIX would be unable to insure the Council as the coverage was deemed "out of scope" for the Reciprocal. The County submitted the paperwork to consolidate the Council's insurance under RMA Insurance in July 2018, but was recently notified that the Council does not possess ANI status and requires an ANI agreement with the County of St. Paul prior to any new coverage being obtained. 

Columbus House of Hope is holding a fundraising and awareness event - "Walk A Mile in Her Shoes" on August 31 at the Clancy Richard Arena.  This is an international men's march to bring awareness to the issue of domestic violence.  They are looking for participants to walk or for sponsorship.  All monies raised will go towards new playground equipment.  This is the first time this request is coming before Council.   

Janna Zarowny, St. Paul Run Organizer, is requesting help for the Terry Fox Run.  In 2015, eight people participated in the run.  She took over organizing it in 2016 and participation increased to 50+ and then 75+ in 2017.  She is requesting representation from Town and County Council to help at the Terry Fox Run.  The same request has been submitted to the Town of St. Paul Recreation Board.  We have not provided volunteers for the Tery For Run in the past.
