The Annual St. Paul & District Chamber of Commerce Rodeo Kick-Off Supper will be held August 28.  Tickets are $45.00 or $330 for a table of 8.  

This road plan was tabled at the August Council Meeting.  Councillor Ockerman reviewed the road cancellation with staff and it is being brought back to Council for cancellation - 

Road Plan 8322925 in NW/NE 33-55-5-W4 is being presented to Council for cancellation.  The new road has been built (Northern Valley Road) .  The area to be cancelled is highlighted in yellow. 

 

Section 24 of the M.G.A. allows Council to close and cancel any part of a road described in a surveyed road plan if it is no longer required for use by the travelling public owing to the existence of an alternate route.

As part of her Internship, Kaitlyn Kenney is interested in taking some courses in the National Advanced Certificate in Local Authority Administration Program. Coursework for the upcoming semester commences in September 2017. 

The cost per course is $795.00. 

The County has previously authorized Interns in the past to take NACLAA course training. 

This item is being brought forward from the August Council Meeting. 

In September 2014, The County entered into an agreement with Accurate Assessment Service to provide assessment services to the County for both general assessment and industrial assessment properties.  This agreement expires March 2018.  The agreement provides for both parties to extend the agreement for a period of 3 years at rates specified in the agreement.  The Modernized Municipal Government Act proposes changes that will see Designated Industrial Assessment centralized by Municipal Affairs.  We have received a letter from the Provincial Assessors requesting municipalities to determine if they are interested in continuing to provide assessment function for Designated Industrial properties under a hybrid approach during the expected three year transition process.

We have had no communication from Municipal Affairs since the ARMAA Zone meeting that was held in April regarding this matter.  It has been communicated by the Province when centralization was announced that municipalities will not bear the cost of assessment for these types of properties, but will be requisitioned by the Province the cost of these assessments which will be taxed to the owners of these properties.

 

For the Spedden-Ashmont water line extension project, the County and the Highway 28/63 Commission jointly retained Brownlee LLP to act on their behalf in connection to the funding agreement between the Commission and County.

A similar arrangement may prove beneficial for the forthcoming Mallaig Extension and Edwand Booster Station Project. 

All of the represented clients must consent to joint representation. 

The National Trade Corridors Fund (NTCF) provides funding for projects that:

  • Support the fluidity of Canadian trade to improve supply chain performance
  • Increase the resilience of the Canadian transportation system in a changing climate and ensure it adapts to new technologies and future innovation
  • Address unique and urgent needs in Canada's territorial North related to transportation safety and economic and social development
  • Leverage investments from multiple partners as we work with provinces, territories, municipalities and the private sector

 

The amount of funding provided under NTCF will take into consideration other sources of funding (including funding from other Canadian government entities) available to the recipient and will be subject to the eligibility expenditures, and maximum amounts payable for the program.

The maximum contribution amount requested per project must not exceed $500,000,000. The maximum level of total Canadian government funding (municipal, provincial, territorial and federal) authorized by this program's terms and conditions must not exceed 100% of total eligible expenditures for any project.

To ensure that NTCF funding commitments are the minimum necessary to complete eligible project activities, Transport Canada's maximum contribution will be up to 50% of the total eligible expenditures for a project, with the following exceptions:

  • Public-private partnerships (P3) projects where the maximum contribution will be up to 33% of the total eligible expenditures
  • Transportation projects in the Territories, where the maximum contribution will be up to 75% of the total eligible expenditures
  • Projects with Federal Crown Corporations where the maximum contribution will be up to 100% of the total eligible expenditures.
