  • Brushing complete on Millar rd, N & K road, Dargis Road and Younghans road.
  • Brushing ongoing at Northern Valley and Garner road.
  • Owlseye working on new design to move trail over.
  • Lafond Sewage raod acquired and ready to brush
  • Acquiring land for Marcoux road

BF 78684 St. Vincent & BF 72560 Richland to be applied for STIP funding (WSP)

  • Checking on price for MC250 in case we want to do some road mixing
  • Request from Petro products to rent tanks.

Redo existing

Currently working in Division 6 and will continue throughout County until end of March.

  • JMB to will be done this week. Approximate volume ~700,000 yd3
  • Agreement made to test for gravel on 15acre land along Millar road. (possible land purchase option)
  • Approximately 10,000 yards stockpiled at Malaig.
  • Plan to haul gravel to St Paul and wait for the best timing to start winter graveling

Working with Urban Systems on design and approvals for Lac Bellevue.

Nothing new to report

Ordered grapple for skid steer to be used at Transfer Stations for sorting.

Belly-dump and two converters ordered awaiting delivery.

Laurier Lake subdivision trimmed by Northern tree services.  Residents are happy with it.  Cost was reasonable based on equipment skills required.

 

The Spring Cleanup in 2016 was as follows:  

  • May 16-24 - Waste Transfer Stations were open from 9:00 a.m. to 6:00 p.m in Mallaig and Ashmont
  • May 16-20 - Curbside Pickup - County crews assisted with hauling any items in Ashmont and Mallaig
  • May 24-27 - Curbside Pick-Up - Floatingstone and Crestview
  • May 19-24 - Extra large bins were placed at the bin site in the Crestview and Floatingstone developments  
  • All applicable fees related to this clean-up will be waived, for the specified time period (ie: appliances with freon)

We are looking for direction on how to proceed with Spring Cleanup for 2017.  Are there other areas Council would like to focus on?

As followup, County staff went into the hamlets and subdivisions to inspect properties and issue cleanup noticed where required.  

 

Council to decide how to proceed with spring cleanup.

- Removal of Ashmont water treatment system ongoing.

- Lafond Transfer Station design ongoing and tenders out mid March.  

Portage College is holding their 17th Annual Sports & Education Dinner on April 1st.  They are looking for sponsorship for their event - packages range from $1,000 to $7,500 - see attached.  Ticket for the Dinner are also available at $150 each.  

Municipal Government Act, Determination of Population Regulation, 

When census must be conducted

  • 3(1) A municipal authority that wishes to conduct a municipal census must do so in the period starting on April 1 and ending on June 30 of the same year.
  • (2) The Minister may determine the manner in which a municipal census must be conducted.
  • (3) A municipality must choose as a census date a date within the time period referred to in subsection (1) that is either
    • (a) the date on which enumeration begins,
    • or (b) a date prior to enumeration. 

Further to direction from the February Council Meeting to conduct a Municipal Census, we require the following motions to proceed:

1.  Adopt a purpose statement.

2.  Set the census date

3.  Appoint Census Coordinator

4  Send a letter to Municipal Affairs requesting Ministerial approval for the mail out and online portion of the census.

5.  Set remuneration rates for enumerators.

 

Linda and Kyle will be in to speak with Council about the Census and walk through the required motions.

The Elk Point Lions Club has volunteered to submit a Community Facility Enhancement Program application in support of the Elk Point Airport project. 

The Club will be applying for $125,000 with the matching funds to be provided by STIP Grant funding should the Town of Elk Point be successful with their application for airport upgrades. 

 

We require a motion to provide a letter of support to the Elk Point Lions Club to support their CFEP Application to obtain funding for upgrades to Elk Point Airport on the condition that the matching funding is obtained through the Strategic Transportation Infrastructure Grant Program. 

An Urban Systems staff member who does not work directly with the County of St. Paul Staff will be coming out to do an in-person customer satisfaction survey with County Staff and would also like to extend the opportunity to Council.  Is Council interested in meeting with the Urban Systems staff?  If so, they would be open to meet with Council after the March 28 Public Works Meeting or during lunch. 

The MS Society will be holding their annual walk on Saturday, May 13th.  It is their 10 year anniversary. 

We have received an email from Brenda Rosyschuk, Senior Coordinator, on behalf of the MS Society.  They are reaching out regarding their upcoming MS walk which will be their 10 year anniversary.  The walk will be held on Saturday, May 13 and they are excited to include a few new things including a local band, Boomtown, providing entertainment throughout the day.   

They would like to see a friendly competition between the Town of St. Paul and the County of St. Paul.  They are suggesting it could be a challenge between staff members, council or however we would like to do it.  They would assist with registering a team on behalf of the County.  They are also available to do a presentation at the next council/staff meeting.    

CAO S. Kitz will provide an overview of the Alberta Prevents Cancer group.
