PW Director Mark Chileen will discuss the culvert installed by the Town of St. Paul on their drainage ditch that crosses the County road between Upper and Lower Therien Lake. 

Attached is a list of applicants in response to the advertisement for Members at Large for the County committees/boards.

 

Members on the Cemetery, FCSS, Regional Assessment Review Board (ARB), Subdivision and Development Appeal Board (SDAB) and Town Rec Board are appointed for a four year term, as per bylaw. 

 

In the past, members at large for the St. Paul Airport, St. Paul Ambulance and Elk Point Airport were appointed annually.  There is nothing in their bylaws setting out terms for their appointments. 

 

There is no bylaw setting out terms for the Weed/Pest Board.

 

Now that we are advertising for members at large, does Council want to appoint these board members for a four year term?  

 

Library Board members can only be appointed for a term of up to 3 years, as per section 5 of the Libraries Act.  And, a member is eligible to be reappointed for only 2 additional consecutive terms of office, unless at least 2/3 of the whole Council passes a resolution stating that the member may be reappointed as a member for more than 3 consecutive terms. 

  • Therefore, if Lorna Connor is re-appointed to the Library Board, she will require a special motion as she has served for more than 3 consecutive terms

 

We still require another board member for the SDAB and the ARB.  Does Council want to re-advertise for these board members?

Urban Systems will present the findings of the Pre-Qualification and recommend a list of contractors to be "pre-qualified" for the Ashmont-Mallaig Waterline.  

The AG Ross Arena is requesting a 6 yard bin for weekly pickup at the arena in Elk Point.  They were in a contract with Waste Management for $600/month and their contract expires November 30th.  They are requesting a 6 yard bin with weekly pickup from the County beginning the first week of December.  They are also inquiring if the County would consider cost sharing the service. 

 

A 6 yard bin with weekly pickup service is $102.60/ month, with a one-time delivery fee of $75.  The annual fee is $1231.20.

 

The County currently cost shares the following bins:

  • St. Paul Legion - 4 yard bin on a monthly pickup - $75.60/ month - Legion pays - $37.80
  • St. Paul Ag Society - 6 yard bin on a weekly pick up - $102.60/ month - Ag Society pays - $51.30

The owner of PNE 31-58-10-W4 has indicated that Range Road 105 leading to this property has been flooded since early spring (the property is outlined in blue).  He claims the flooding which is between SW 32-58-10-W4 and SE 31-58-10-W4 comes from drainage ditches on SW 32-58-10-W4.  Due to the flooding, he has to trespass onto private property to access his farmland.  At one time, the landowner had requested that Range Road 105 be developed. 

Attached is the Application for Uncollectable Education Property taxes on Oil and Gas Properties for 2015 and 2016.  We are either unable to locate the companies or they do not have the financial means to pay the outstanding property taxes.  The total uncollectable is $1134.00  

The St. Paul Chamber of Commerce has requested a letter of support for their application to the Community and Regional Economic Support Program for their Conference Ready Community Project. 

The Conference Ready Community Project is proposed resource that will enable business, groups and organizations attract and host events, trade shows, small to mid size conferences, and sporting events to St. Paul.  The Project will compile a web and print listing of facilities, activities, and service providers that are available to organizations planning events/conferences, as well as a guide and checklist to hosting a successful event/conference.

The Chamber is not asking for any funding from the County for this project. 

The Chamber provided the County with a letter of support for its CARES Application in May 2017. 

Attached are two standard Crossing Agreements with North East Muni-Corr which have expired and are being presented for renewal for another ten year term.

A resident at Lottie Lake has expressed concern regarding the replacement of a MCSNet communications tower in Lottie Lake near the reservoir.  They have left three stakes in the ground from the old tower that pose a risk to children who want to toboggan in that area.  

Council to review the 2018 Strategic Plan. 

Meeting has been rebooked for December 5 at 7:00 pm in the Community Hall.
