The Public Auction of Land is scheduled for 11:00 a.m. today.

 

Prior to the Public Auction, we require a motion from Council to go in camera to discuss land issues related to the public auction.

 

Following discussions on reserve bids, we will require a motion from Council to set the reserve bids and to appoint an auctioneer for the Public Auction.

Section 418 of the M.G.A. requires Council to offer for sale at a public auction any parcel of land shown on its tax arrears list if the tax arrears are not paid.

Anna Leskiw from the Animal Shelter and Adoption Society of St. Paul and Area is attending the Council meeting to request assistance with the new building for the animal shelter.  They are looking for assistance with land preparation as well as potential funds for a new well, new septic, and/or new electrical and gas hook-ups.

S/Sgt. Lee Brachmann will be in to provide a Statistical Update.

The Elk Point Canada Day Committee started planning activities for their annual Canada Day Celebrations.  They are requesting that the County and the Town be dual sponsors of the fireworks display for $2,500 each.

 

For the past 4 years, Council approved a $400 grant for the celebrations.

Councillor Dach attended this conference put on the U of A, Alberta Land Institute and Alberta Innovates Bio Solutions on May 4 & 5 in Edmonton.  This conference was presented at the April meeting by the Planning Department as a replacement for the Annual CPA Conference. 

At the April 21 Public Works Meeting, Council tabled a request from the Cork Community Hall Association for funding to repair their current sewer problems and replace toilets and a urinal. 

 

Cork Hall has now provided a the following cost breakdown for their repairs (does not include GST):

  • $1,575.00 - RPM Contracting to dig up and replace the sewer line
  • $   969.82 - Purchase Urinal
  • $1,017.00 - Purchase 3 toilets
  • $3,561.82 Plus GST 

The 2nd Chance Trail Ride will be holding their annual trail ride on May 14th.  They are requesting a cash donation or 2 loads of gravel to be used for their Silent Auction. 

The Heritage Lodge Auxiliary is requesting a travel grant to be used in 2016.  They will use the funds for residents of Heritage Lodge for transportation for recreation and medical trips. 

The Kehewin Community Education Centre will be holding their graduation ceremony on June 10.  They are requesting sponsorship to help pay for various costs of their graduation event. 

The owner of SE 2-59-10-W4 lives on the south side of the correction line and his cattle and machinery are on the north side.  There are currently yellow speed signs posted for 60 km/hr around the curve by their residence.  He is requesting that the signs be change to white signs with a reduced speed limit so that it can be enforced by the RCMP.  They are also requesting that signs be posted to alert drivers that people and farm machinery are frequently crossing the road.

Bylaw No. 2016-11 is being presented to Council to amend Land Use Bylaw No. 2013-50 as it relates to rezoning 73.7956 acres in NE 1-58-10-W4 from Agricultural to Country Residential One(CR1)/Industrial Commercial(IC).   

 

After first reading, the Bylaw must be advertised according to Section 606 of the M.G.A. and a public hearing held according to section 230 of the M.G.A. The adjacent landowners will be notified of the proposed rezoning.

 

The applicant will also be required to hold a public consultation prior to the public hearing being held.

Bylaw No. 2016-12 is being presented to Council to amend Land Use Bylaw No. 2013-50 as it relates to rezoning 10 acres in N 1/2 NW 7-58-8-W4 from Agricultural to Country Residential One(CR1).

 

After first reading, the Bylaw must be advertised according to Section 606 of the M.G.A. and a public hearing held according to section 230 of the M.G.A. The adjacent landowners will be notified of the proposed rezoning.

 

The applicant will also be required to hold a public consultation prior to the public hearing being held.

Alberta Transportation is providing municipalities with another opportunity to provide input to the STIP Grant program.  Attached is the survey form that we can complete.  They do ask that only one be completed per municipality.  Administration would appreciate Council's input on our municipal response.  If you want to bring your thoughts, they can be incorporated into our submission.

 

Due to the large number of people that have been evacuated from the Regional Municipality of Wood Buffalo, Administration is looking for ways that the County could assist to find places for these people.  Many of the evacuees have left with their RVs or have had people provide RVs for them to live in temporarily.  In consultation with Municipal Affairs staff, Council could make a resolution to temporarily relax enforcement of the County's Land Use Bylaw as it relates to the number of RVs allowed on a property for people displaced by the wildfire situation for a period of time.  As our bylaw also states that work camps must be gone by December 1, Administration would recommend that should Council wish to make such a resolution, that the period of time for relaxation of enforcement be December 1, 2016.

County Administration staff are currently preparing tax notices to be sent to tax payers in the County of St. Paul.  There are a significant number of mailing addresses for tax payers in the Regional Municipality of Wood Buffalo.  I am unable to provide Council with a number today, however hope to have the number available for the Council meeting.  In an effort to provide relief, Administration is asking Council to consider deferring tax payment on properties with addresses in the Regional Municipality of Wood Buffalo to December 1, 2016 (December 1 is the 2nd date for tax penalty as per Bylaw 1624 - attached).  As per Section 347(1) (c) of the MGA, council may defer the collection of a tax.

In discussion with Municipal Affairs, tax notices will still need to be mailed to Fort McMurray, however Administration will place a notice on our website for these tax payers that would allow them to contact the County to have a copy of their tax notice emailed to them.
